Context

The Deutsche Gesellschaft for Internationale Zusammenarbeit (GIZ) GmbH invites qualified firms to submit proposals for the provision of payroll calculation services for its national staff in Kenya and Somalia. GIZ is seeking to engage a reputable firm to ensure the highest standards of service delivery.

Call to bid

The selected firm will be responsible for:

• Calculating monthly payroll for around 500 GIZ employees in Kenya and Somalia.
• Ensuring compliance with local tax regulations and statutory requirements.
• Managing payroll-related queries and providing timely support.
• Generating payroll reports and maintaining accurate records through a web-enabled payroll system allowing Employer and Employee self-accessibility

Required Expertise and Qualifications

This task requires the services of a company with expertise in business process outsourcing, particularly on payroll calculation. Since the task involves handling and processing of employees’ personal data, the potential firms must also be compliant to European Union General Data Protection Regulations (EU GDPR) and provide proof of Certification in ISO/IEC 27001:2022 Information Security Management System (ISMS) from British Standards Institute (BSI)

Eligibility criteria.

Interested bidders MUST meet the following eligibility requirements:

1. Statutory Documents

• Legal business entity incorporated in Kenya with at least 3 years operation supported by:
• Certificate of Incorporation/Registration Certificate in Kenya
• Business/Trading license
• CR12 Certificate
• Tax Compliance Certificate
• Company profile

2. Commercial Eligibility Assessment

• Average annual turnover of at least EURO 600,000.00 (KES. 91,047,000.00). for the last three financial years that is (Audited financial statements signed by the auditor and the directors i.e, 2023,2024 and 2025).
• Demonstrate at least average number of employees, 50 people, in the last 3 years.

3. Technical Eligibility Assessment

• Demonstrate relevant experience of at least 3 reference projects in the technical field payroll administration in the last 36 months.
• The bidder is expected to provide 4 project references (3 in Kenya and 1 in Somalia) with a minimum commission value of Euro 300,000.00 (KES 45,523,500.00)
