PRE-QUALIFICATION OF SOLAR POWER,COLD ROOMS AND WATER DESALINATION FIRMS FOR WFP KENYA

  1. Background

Assisting 115.5 million people in around 120 countries each year, the UN-World Food Programme

reis the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience.

WFP Kenya intends to register contractors in Kenya to support in various solarization activities undertaken within its operations throughout the country and is therefore inviting eligible suppliers to express their interest in rendering solarization services.

  1. The purpose of this EOI
  2. a)To identify solar companies with technical and financial capacity and expertise for services [including design, implementation, and

operation and maintenance], while applying the highest possible environmental and social standards in the following areas:

  1. i)Solarisation of WFP premises
  2. ii)solar-powered cold rooms/cold chain (cold rooms design, fabrication, and Installation]

iii)   Solar-powered desalination plants, reverse osmosis etc

Bidders to indicate their area of specialisation as per the above list on the cover page of their EOls

  1. b)Establish a shortlist of pre-qualified bidders to be invited to participate in future tender processes if they meet the minimum criteria.

Eligibility will be determined based on the supplier:

  • legal capacity to enter into a contract – certificate of incorporation/registration,
  • not appearing on the UN Security Council Sanctions list accepting the UN Supplier Code of Conduct.
  • completing the questionnaire on disability-inclusiveness
  • not being sanctioned for fraudulent, unethical, or illicit acts, as described on the WFP Framework on vendor sanctions
  • owning a bank account in the name of the company
  • having experience or capacity for providing solarization services.
  • Been in business for a minimum 2 years
  • Submit audited accounts for past 3 years [2020- 2022]

WFP encourages that vendors are inclusive of persons with disabilities. A disability-inclusive vendor is a vendor which makes dedicated, consistent, and measurable effort to implement disability-inclusive practices such as, having an organizational policy ( disability inclusion, recruiting, and hiring people with disabilities, offering reasonable accommodation to candidates and person with disabilities, providing accessible premises, or ensuring that their supply chains are disability-inclusive.

After the deadline for submission of responses, WFP will evaluate responses received and will notify eligible participants if they have been successful.

General requirements

The company should have all the relevant licenses, certifications, and authorizations from the Energy Regulatory Commission [ERC] and/or any other relevant national authority, to carry out design, implementation, and operation and maintenance services.

The company should be legally compliant with any relevant national legislation on solar energy design and implementation Additional information will be provided at a later stage in the RFP document.
