EXPRESSION OF INTEREST (EOI) FOR PROCUREMENT OF INDIVIDUAL CONSULTANTS TO SERVE IN GEOTHERMAL BOARD OF CONSULTANTS

  1. Background

Kenya Electricity Generating Company PLC (KenGen) is the leading electric power generating company in East Africa. The company is 70% owned by the Government of Kenya (GoK), and 30% by share­holders. Since its inception in 1954, the company has made consid­erable inroads in Kenya’s energy sector. With a market share of 65% and installed capacity of 1,817.82 MW, KenGen PLC is the largest energy producer in Kenya, generating about 75% of electricity from its six operation areas spread across the country.

The company’s strategy is to deliver affordable, reliable, clean, and sustainable energy by creating value for shareholders, while simultaneously expanding energy sources and revenue streams. The company’s installed generation capacity mix includes Hydro (825.69 MW), Geothermal (713.13 MW), Thermal (253.5 MW), Wind (25.5MW).

The GoK has identified access to affordable, reliable, secure, and^ clean energy as one of the key enablers of Kenya’s Vision 2030 and the Big 4 Agenda development programs. Under Vision 2030, the GoK intends to increase the installed power capacity from 2,298 MW to around 17,760 MW to satisfy the projected power peak de­mand of 15,000 MW in 2030. Electricity generation from geothermal resources is expected to take a leading role in this initiative and is projected to contribute about 7,000 MW. Accordingly, KenGen PLC in sync with its geothermal expansion program is implementing plans to increase its installed power generation capacity, mostly derived from green sources to 2500 MW by 2025.

  1. Objectives

To realize its ambitious geothermal expansion program, the compa­ny wishes to constitute a Board of Consultants (BOC) by engaging four international experts (herein referred to as bidders) in the fol­lowing requisite disciplines.

1)    Field Exploration and Development.

2)    Drilling Technology.

3)    Environmental Management.

4)    Reservoir Management.

5)    Power Plant Management.

A local expert will, however, serve in any of the five specified disciplines.

  1. Scope of Services

The experts will advise the company on the following key aspects of geothermal development activities, processes, and practices for a period of four (4) years.

1)      Independently evaluate and advise on the best field explora­tion and development practices to be adopted for optimized geothermal resource evaluation and capacity estimates;

2)      Participate in the development and interpretation of concep­tual models of geothermal fields with the aim of identifying suitable drilling targets for both production and re-injection wells;

3)      Review and recommend the most suitable drilling techniques to be adopted for reduced drilling time and maximum well productivity.

4)      Review and recommend the most suitable environmental management practices to be adopted to guard against any environmental liabilities.

5)      Review and recommend the most suitable reservoir manage­ment practices to be adopted to ensure geothermal resource sustainability.

6)      Review, interpret and advise on efficient and effective power plant management practices to be adopted to improve power plant performance and longevity.

7)      Participate in at least bi-annual meetings to be held in Kenya.

  1.             Evidence of Registration. Certificate of incorporation/registration (and any certificate of change of name) for the firm in its country of incorporation certified by an authorized represen­tative of the firm.
  2.             Certified Memorandum/ Articles of Association for the Firm and in case of a consortium for all members.

                              iii.            In the case of a Consortium, in addition to the requirement that all Members provide certificates of incorporation, the bidders shall also submit a notarised Consortium Agreement that has been duly executed and evidences the consent of each Member to join the Consortium and participate in the bidding process.

  1.             Where the Applicant is a consortium, a list of the proposed members of the consortium and the proposed Leader of the consortium and the roles of each member shall be submit­ted.
  2.             Tax Registration certificate or equivalent document applica­ble in bidder’s country of origin.
  3.             Proposed Organogram for the assignment.

                           vii.            List of professional and support staff proposed for the assign­ment and CV’s of key Technical Staff.

                          viii.            A summary of assignments undertaken by the firm in the last 10 years including a brief description (scale and scope).

  1.             List of relevant assignments ongoing being undertaken by the firm or the consortium and each consortium member.
  2. Eligibility Criteria

Interested bidders shall meet the following criteria listed below:

1)      General qualifications, certification, and evidence of indi­vidual’s experience in geothermal related fields (at least 20 years).

2)      Work plan and methodology including contingency plan. *

3)      Consultancy experience in the region.

4)      Evidence of registration as an expert.

5)      Evidence of capability in capacity building.

6)      Evidence of three major clients’ references.

7)      Disclosure of current litigation, if any.

Interested bidders may request for clarification on this qualification for up to seven (7) days before submission date. Any request for clarification must be sent in writing, by mail or electronically mailed to:

  1. Submission

Three (3) copies of the prequalification documents shall be submit­ted clearly marked ORIGINAL (1) and COPIES (2) in separate sealed envelopes. Each envelope should be clearly marked “KGN-GDD- 159-2021-CONFIDENTIAL -EXPRESSION OF INTEREST (EOI) FOR PROCUREMENT OF INDIVIDUAL CONSULTANTS TO SERVE IN GEOTHERMAL BOARD OF CONSULTANTST

The prequalification documents must be delivered by hand or registered mail to:

The tender documents (EOI) should be dropped at the tender box located on Ground Floor at KenGen, RBS building. Bids that cannot fit in the tender box should be submitted to the Supply Chain Di­rector Office located 9th Floor,KenGen Pension Plaza II before the submission deadline.

Bidders should submit one original and Two (2) Copies of the EOI on or before 10th August, 2021 at 1000 hrs. The EOI will be opened on the same day in public at 1030 hours, (Kenyan time) at KenGen Pension Plaza II, Supply Chain Office, 6th Floor,KenGen Pension Plaza II in the presence of bidders’ representatives who choose to attend.

Bidders are advised to be checking the websites from time to time up to seven (7) days before the submission date for any uploaded information through clarification/addendum.

Only firms pre-qualified under this procedure will be invited to sub­mit their Technical and Financial proposals under the Request for Proposals (RFP).

KenGen reserves the right to accept or reject any or all applications without the obligation to assign any reason for the decision. Only individuals pre-qualified under this procedure will be issued with the tender documents and be invited to submit their technical and financial bids under the Request for Proposals (RFP).
