INVITATION TO TENDER (ITT)
PROCURING ENTITY: FINANCE AND ECONOMIC PLANNING
PROPOSED DESIGN, DEVELOPMENT, DEPLOYMENT AND SUPPORT OF MOBILE REVENUE COLLECTION APPLICATION AND ENFORCEMENT APPLICATIONS
1. The County Government of Kwale through the County Department of Finance, Executive Services &
Economic Planning invites sealed tenders for the Proposed Design, Development, Deployment and
Support of Mobile Revenue Collection Application and Enforcement Applications
2. Tendering will be conducted under open competitive method –National using a standardized tender
document. Tendering is open to all eligible, qualified and interested Tenderers.
3. Qualified and interested tenderers may obtain further information and inspect the Tender Documents during
office hours from 0900 to 1500 hours at the Procurement Offices, County Treasury,Kwale.
4. A complete set of tender documents may be obtained by interested tenders electronically from
www.kwalecountygov.com.Tender documents obtained electronically will be free of charge. Tenderers
downloading documents from a designated Website shall advise the Procurement Entity that they have
downloaded the tender documents, giving full contact addresses of the tenderer (email, telephone number
and postal address).
5. Tender documents may be viewed and downloaded for free from the website www.supplier.treasury.go.ke or
www.kwalecountygov.com . Tenderers who download the tender document must forward their particulars
immediately to info@kwalecounty.go.ke to facilitate any further clarification or addendum.
6. All Tenders must be accompanied by a tender Security of KES 200,000 (two hundred thousand shillings)
from listed providers by the PPRA.
7. Completed tenders must be delivered to the address below on or before Tuesday 2nd December 2025 at
10.30AM.Only Electronic Tenders will be permitted.
8. Tenders will be opened immediately after the deadline date and time specified above or any deadline date and
time specified later. Tenders will be publicly opened in the presence of the Tenderers’ designated
representatives who choose to attend at the address below.
9. Late tenders will be rejected.
10. Paragraph 3(1) of The Legal Notice No. 206 Public Procurement Capacity Building Levy Order, 2023;
provides that there shall be paid a Levy by a supplier on all procurement contracts signed between the
supplier and a procuring entity, at the rate of zero point zero three per centum (0.03%) of the value of the
signed contract, exclusive of applicable taxes
