EXPRESSION OF INTEREST (EOI)

PROVISION OF CONSULTANCY SERVICES FOR ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT, RESETTLEMENT ACTION PLAN STUDIES FOR KAKAMEGA – BUNGOMA BULK WATER SUPPLY AND SANITATION PROJECT.

  1. Background.

Lake Victoria North Water Works Development Agency (LVNWWDA) is committed to contributing to the Vision 2030, by proactively soliciting for finance and involving private actors in water and sanitation service provision and ensuring efficient and effective management of resources placed at its disposal. The Agency is planning to construct Kakamega -Bungoma Bulk Water Supply and Sanitation Project as below:

  1.             Construct a water supply of a capacity 110,000m3/day, to provide drinking water in parts of Bungoma and Kakamega counties; comprising of a weir on River Nzoia, 1.2m diameter raw water gravity main piping 2.6km long, a water treatment plant, pumping station to deliver treated water through two pumping mains to water storage reservoirs to be constructed at Chetambe and Chimoi Hills for gravity transmission pipelines 386 km and reservoirs/tanks of various sizes with a total storage capacity of 30,500m3- .
  2.             Construct a hydro power generation station at the Nabuyole Falls.

      iii.            Construct three wastewater collection and treatment systems for the towns of Bungoma, Kakamega and Webuye with a total capacity of 52,000m3/day.

  1.             Construct three hundred (300) ablution blocks.
  2. The scope of the assignment will be to conduct Environmental and Social Impact Assessment (ESIA) and prepare Resettlement Action plans (RAP) for the project grouped in the following three (3) lots:
  3.             Lot 1- Water supply and mini hydro-power.
  4.             Lot 2- wastewater collection and treatment project.

      iii.            Lot 3- Construction of three hundred (300) ablution (sanitation) blocks in public places.

  1. Lake Victoria North Water Works Development Agency is inviting eligible and qualified Kenyan firms regis­tered to conduct Environmental Impact Assessment and Environmental Audit by the National Environmental Management Authority (NEMA) with a valid practicing license to express their interest by detailing their qual­ifications, professional capabilities and experience related to the requested consultancy services. Interested consortium firm should provide information demonstrating that they have qualification and experience to perform the assignments. The short listing criteria include:
  2.             Demonstrate possession of qualified and experienced key staff registered by relevant professional bodies.
  3.             Registration as a consulting firm with a minimum experience of five (5) years in conducting envi­ronmental impact assessment studies and preparation of Resettlement Action Plans in water and sewerage projects.

      iii.            Demonstrate successful accomplishment of at least three (3) similar assignments of similar nature and complexity in the last five (5) years.

  1.             Demonstrate that the firm is a legal entity.

Consultants will be shortlisted and selected using the Quality and Cost Based Selection (QCBS) criteria set out in the Public Procurement and Disposal Regulations 2020.

  1. One original and one (1) copy of the written expressions of interest in English language must be submitted and delivered at the address below by 1200 hours East African Time on Tuesday 17th March 2021.
  2. Further information may be obtained from the address below during working hours running from 08 to 17 hours East African Time from Monday to Thursday with exception of lunchbreak running from 13 to 14 hours working days and 16 to 17 hours on Friday.
