LETTER OF REQUEST FOR PROPOSALS

PROVISION OF CONSULTANCY SERVICES ON THE PRIVATIZATION OF KENYA PIPELINE COMPANY LIMITED (KPC)
Dear Consultant,
1. The Privatization Commission has set aside funds in its budget or has received
financing from the National Treasury and Planning towards the cost of the
subject consulting services.
2. The Procuring Entity now invites proposals to provide the following consulting
services (here in after called “the Services”): …… ‘Provision of Consultancy
Services on the Privatization of KPC………………………………… More details on
the Services are provided in Section 5 – Terms of Reference.
3. If a Consultant is a Joint Venture (JV), the full name of the JV shall be used and
all members, starting with the name of the lead member. Where subconsultants have been proposed, they shall be named. The maximum number
of JV members shall be specified in the DS.
4. It is not permissible to transfer this RFP to any other firm.
5. A firm will be selected under Quality and Cost Based Selection (QCBS) method
and in a format as described in this RFP, in accordance with the Public
Procurement and Asset Disposal Act 2015, a copy of which is found at the
following website: www.ppra.go.ke.
6. The RFP comprises of:
Section 1: Letter of Request for Proposals
Section 2: Instructions to Consultants and Data Sheet
Section 3: Technical Proposal Standard Forms
Section 4: Financial Proposal Standard Forms
Section 5: Terms of Reference
Section 6: Standard Forms of Contract ([Select: Time-Based or Lump-Sum])
7. Please inform us by [One week before RFP submission date], in writing at the address
below or by E-mail [info@privatisation.go.ke]:
a) That you have received this Request for Proposals; and
b) Whether you intend to submit a proposal alone or intend to enhance
your experience by requesting permission to associate with other firm(s)
(if permissible under Section 2, Instructions to Consultants (ITC), Data
Sheet14.1.1).
8. Details on the proposal’s submission date, time and address are provided in
the ITC 17.7and ITC 17.9 of the Data Sheet.
9. Qualified and interested tenderers may obtain further information and inspect the
RFP Document during office hours [i.e., 0800 to 1700 hours] at the address given
below. More details on the Consultancy Services are provided in Section V – Terms
of Reference.
10. A complete set of hard copy RFP document may be purchased or obtained by
interested Consultants upon payment of a non-refundable fees of (Kenya shillings
1,000.00 only) in cash or Banker’s Cheque and payable to the Commission. The RFP
document may also be obtained electronically from the Commission’s Website
www.privatisation.go.ke or the Public Procurement Information Portal
https://www.tenders.go.ke/website. The RFP document obtained electronically
will be free of charge.
11. All technical proposals must be accompanied by a “Tender Security” as
indicated in the Data Sheet.
12. The Consultant shall chronologically serialize all pages of the proposals submitted.
13. Technical proposals will be opened immediately after the deadline date and
time specified in the tender notice or any deadline date and time specified
later. The proposals will be publicly opened in the presence of the Consultant’s
designated representatives who choose to attend at the address below.
14. The Consultant’s financial proposal (tender sum) shall be inclusive of all taxes
including the Public Procurement Capacity Building Levy as detailed on the
PPRA Circular No. 01/2024 Ref: PPRA/6/5/VOL. 2 (224) dated 30th August 2024.
15. Late proposals will be rejected.
