PROVISION OF CONSULTANCY SERVICES TO CONDUCT AN EXTERNAL QUALITY ASSESMENT OF THE INTERNAL AUDIT FUNCTION

Introduction and background
The Kenya Institute for Public Policy Research and Analysis (KIPPRA) is a public policy research Institute established to develop human and institutional capacities required for the formulation of medium and long-term strategic perspectives for development of Kenya. The Institute discharges this mandate by undertaking economic forecasting, policy analysis and research, and capacity building.
The Institute is inviting Expression of Interest from eligible, qualified, experienced firms with the necessary skills and capacity to conduct an external quality assessment of the internal audit function in accordance with the requirements of international standards for the Professional Practice of internal auditing.
Firms MUST provide the following eligibility requirements to be used as evaluation criteria:
- Detailed company profile, physical address, and qualification of Lead consultant and names of 2 technical staff to undertake the assignment, including their qualifications with lead consultant to have a minimum of master’s degree finance/accounting or related field, be a certified internal auditor and 2 technical/support staff to have a minimum of Bachelor’s degree in finance/accounting or related field with over three years’ experience in auditing (CVs and academic certificates to be attached).
- Certificate of Registration or Incorporation.
- Relevant Business Permit from the region the business operates from
- Copy of Tax Compliance Certificate (to be verified online through KRA TCC checker).
- Audited accounts for the last 2 years (2019 and 2020)
- Firm Experience: The firm must have previous experience of a minimum of three (3) years in conducting external assessments of internal audit functions preferably in the public sector. (To provide evidence and contact person(s) with their telephone contacts in each case.)
A set of complete tender documents (1 Original and 2 copies- serialized/paginated) in a plain sealed envelope clearly indicating “Tender No. KP/EQA/09/2021-2022- Expression of Interest for provision of consultancy services to conduct an External Quality Assessment of the Internal Audit function” should be deposited in the tender box located at 7th floor, Eastern wing, Bishops Garden Towers, Bishops Road, Nairobi.

So as to reach the undersigned not later than 21st April 2022 at 11.00 am EAT. The opening of the bids will take place thereafter at the 7th Floor Boardroom, Eastern wing, Bishops Garden Towers on the same day in the presence of the bidders who will be interested to attend.
