PROVISION OF CONSULTANCY SERVICES TO DEVELOP COFFEE MANAGEMENT INFORMATION PORTAL

NATIONAL AGRICULTURAL AND RURAL INCLUSIVE GROWTH PROJECT TENDER DECEMBER 2021 

(CONSULTING SERVICES – FIRMS SELECTION)

The Government of Kenya has received financing from the World Bank toward the cost of the National Agricultural and Rural Inclusive Growth Project (NARIGP), and intends to apply part of the proceeds for consulting services. The Consulting Services (the service) include Consultancy to Develop Coffee Management Information Portal.

Project Objective

The project objective of the consultancy is to design, supply, test and implement the Coffee Management Information Portal application that help new KPCU & Farmers to increase productivity by leveraging modern technologies in agriculture and to decrease loss of cost for farmers, create an efficient structure of dissemination of right and timely information to farmers on available crop cultivation technologies, schemes and other needs to improve the farmers’ overall development and welfare, provide direct market access to farmers to reduce the middlemen intervention and to increase the farmers’ share of agriculture revenue, solve farmers problems by making advisory services available through Mobile phones etc.

The National AgriNARIGP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Shortlisting Criteria

• Been registered and operating for 5 years
• Relevant experience and at least 3 similar assignments of the same magnitude
• Demonstrated qualifications and competency of the firm to undertake the assignment

Key Experts will not be evaluated at this stage.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employ­ment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifi­cations. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing.

A Consultant will be selected in accordance with the Selection Based on the Quality and Cost Based Selection (QCBS) method set out in the World Banks Guidelines: Selection and employment of Consultants set out in the Consultant Guide­lines.
