The Government of Kenya, through the Social Health Authority (SHA). invites Expressions of Interest (EOls) from qualified and licensed overseas Healthcare Providers (HCPs) the provision of specialized healthcare services not available in Kenya to beneficiaries of the Social Health Authority, in accordance with the Social Health Insurance [SHI] Act, No. 16 Of 2023.
Whereas the SHI Act, 2023 Sections 33 and 34 mandates SHA to contract and empanel healthcare providers for delivery of healthcare services under the Primary Healthcare Fund (PHC) Social Health Insurance Fund (SHIF), and the Emergency, Chronic and Critical Illness Fund (ECCIF), the Public Finance Management Act (Public Officers Medical Scheme Fund) Regulations Legal Notice 195 of 2024 mandates the SHA administer, manage and govern the Public Officers Medical Scheme Fund (POMSF).
SHA through its gazetted Benefits and Tariffs offers a benefit package which the Overseas Benefit Package. For treatment services sought outside Kenya, the Benefits Package and Tariffs Advisory Panel (BPTAP) Gazetted under Legal Notice No. 5044, Referenced Vol. CXXVII – No. 78 dated 23- A; – 2025 is mandated as per SHI (General) Regulations 36 (2), to provide a list of interventions not available in the country for overseas treatment.
The list of healthcare interventions which guides the SHA on what to purchase Mom healthcare providers and health facilities outside the country on behalf of SHA beneficiaries, is available on our website.
For beneficiaries under the POMSF, the services covered shall be inclusive o‘ the list of interventions not readily available in Kenya, and those negotiated and agreed between the Authority and the respective overseas healthcare provider or health facility with capacity to offer the required intervention.
SCOPE OF SERVICES
The EOI targets overseas healthcare providers with demonstrated capacity to deliver highly specialized medical interventions. The scope of services will be as highlighted below: –
- i)For SHA beneficiaries, the services purchased on their behalf by the Authority, shall be limited to those listed by the Benefits Package and Tariffs Advisory Panel and updated on the SHA Website from time to time for the procedure only.

- ii)For beneficiaries covered under the POMSF Scheme, the scope of services will be in addition to the interventions listed on our website, the referred specialized treatment referral at a negotiated cost. The cost elements will include
- a)Costs for evaluation, which include laboratory investigations, imaging services.
- b)Treatment intervention.
- c)Accommodation prior to treatment, during the treatment and post-discharge with a re-visit date for review, pending issuance of a fit-to-fly certificate.
- d)Transfers from one healthcare provider to another, due to an emerging condition visualized during evaluation or treatment and the respective health care provider has no capacity to manage the emergent condition.
- e)Any other incidental cost of medical necessity.
ELIGIBILITY AND MANDATORY QUALIFICATION CRITERIA
Interested overseas Healthcare Providers must meet ALL the following mandatory requirements:
- Certificate of Registration or Incorporation under the relevant law applicable to the Tenderer.
- Valid Power of Attorney authorizing the signatory to bind the institution.
- Itemized cost of treatment and related services (Price List) for the services that the overseas healthcare provider has capacity to offer based on the list of interventions as updated from time to time and uploaded on the SHA
- Website for the SHA beneficiaries and the negotiated and agreed cost elements for POMSF beneficiaries as highlighted by the Authority and any other requested service from time to time.
- Healthcare Provider Profile I Corporate Overview (PDF format).
- Evidence of accreditation by the recognized accreditation body in the country of origin.
- Evidence of Recognition by the relevant authority in Kenya.
- Evidence of linkage (partnership) with an empanelled and contracted healthcare facility in Kenya that has capacity to follow up on treatment and management of Beneficiaries that is in the category of Kenya Essential Package for Health (KEPH) Level V or VI.
- Valid and Up-to-date Licenses of Specialist Doctors practicing in the Healthcare Provider who will be expected to provide the services the Authority will purchase.
Important:
All mandatory documents must be submitted on the HCP’s official letterhead, duly certified by a Notary Public, stamped, signed, and dated by an authorized signatory. Any non-responsive submission shall be disqualified, though the applicant may re-apply once all mandatory documents are available.
- APPLICATION AND SUBMISSION PROCESS
- i)Eligible overseas Healthcare Providers (HCPs) shall access and complete the tender document free of charge from the Social Health Authority (SHA) website sha.go.ke , the Public Procurement Information Portal https://tenders.go.ke/ , Local Dailies and through relevant Kenyan Embassies and High Commissions.
- ii)Applications must be fully completed and submitted within fourteen (14) days from the date of commencement of the application through the Authority’s email: tenders@sha.go.ke
iii) Incomplete applications shall automatically lapse and may be re-submitted as new applications.
- CONTRACTING ARRANGEMENT (IMPORTANT NOTICE)
- a)Contracting and execution of contracts shall be undertaken manually in the initial stage.
- b)Successful applicants shall be notified in writing of the outcome of their applications through their respective emails.
- c)Upon notification, successful Healthcare Providers shall be required to physically or electronically to execute the contract documents within seven (7) days, through their duly authorized signatories.
- d)The executed contracts shall thereafter be countersigned by the Accounting Officer of the Social Health Authority.
- e)The overseas contracting notice shall remain continuous. open and will be updated periodically, subject necessary approvals, as and when necessary.
- f)The SHA shall under the contract, reserve the right to levy administrative fee as required.
- ADDITIONAL INFORMATION
- i)Online submission of applications shall be made via the Authority’s official email address at tenders@sha.go.ke
- ii)SHA reserves the right to verify submitted information, negotiate tariffs, and continuously empanel overseas facilities during the contract cycle.
iii) The list of contracted overseas healthcare providers shall be published in the Kenya Gazette, the SHA website, and other lawful platforms.
