Purchase of two passenger utility Vehicles – State Department for Social Protection 2021

MINISTRY OF LABOUR & SOCIAL PROTECTION TENDER SEPTEMBER 2021 

SPECIFIC PROCUREMENT NOTICE 

Loan No./Credit No. 63480-KE, PAD 2911

1. The Government of Kenya has received a credit from the World Bank toward the cost of the Kenya Social Eco­nomic Inclusion Project (KSEIP), and intends to apply part of the proceeds toward payments under the contract for procurement of 2(two) utility passenger vehicles under contract reference No.KE-NSPS-245725-GO-RFB. The Ministry of Labour and Social Protection shall process the payments using the Direct Payment disburse­ment method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.”
2. The Ministry of Labour and Social Protection now invites sealed Bids from eligible Bidders for supply of 2(two) utility passenger vehicles as contained in the Technical specification in the bid document.
3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Ministry of Labour and Social Protection-State department for Social Protection, office of the  Principal Secretary, e-mail; ps@socialprotection.go.ke, and inspect the bidding document during office hours 0800 to 1700 hours at the Procurement Office situated at 14th floor of NSSF building, Eastern wing.
5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Kshs. 5000 per bidding doc­ument in cash or bankers cheque in favor of the Principal Secretary, State department for Social Protection. The tender document can also be downloaded free of charge from the Ministry of Labour &Social Protection address given below.
6. Bids must be delivered to the address below on or before 7^th October, 2021 at 10:30 a.m. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the Ministry Headquarters located at along Bishop Road, NSSF Building, Block “A”, Eastern Wing, 7th Floor boardroom on 7th October, 2021 at 10:30 a.m.
7. All Bids must be accompanied by a “Bid Security” in form of a guarantee issued by a bank or financial institu­tion (such as insurance from a reputable firm approved by Public Procurement Regulatory Authority) or banks’ cheque amounting to 2% of contract sum in Kenya shillings and must be valid for 28 days beyond the bid validity period.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
