INDIVIDUAL CONSULTANT SELECTION

REQUEST FOR EXPRESSION OF INTEREST (REOI) FORCONSULTANCY SERVICES FOR ENVIRONMENTAL HEALTH ANDSAFETY OFFICER FOR MWACHE DAM PROJECT.

  1. The Government of Kenya has received financing from the World Bank toward the cost of the Coastal Region Water Security and Climate Resilience Project (KWSCRP-2) and intends to apply part of the proceeds from this financing for payment of Con­sulting Services for Environmental, Health and Safety (EHS) Officer for Mwache Dam Project); Contract No: MOWSI/ KWSCRP-2/002/2021-2022
  2. As part of coordination and supporting the implementation of the project activities, Project Management Unit (PMU) wishes to hire an Environmental Health and Safety (EHS) Officer (Mwache Dam Project) for a period of up to two (2) years.
  3. The Post-Reporting to the Project ManagerPMU through the Snr. Environmental Safeguards Specialist, the EHS Officer (Mwache Dam Project) will be based in Mombasa and responsible for ensuring that the Mwache Dam Implementation Support Con­sultant (ISC) and contractor develop and implement all construction environmental, health and safety requirement as per the contract with close coordination with the NPMU’s Snr. Environmental and Social Safeguards Specialist based in Nairobi. The Officer will also ensure that the construction of Mwache Dam is properly implemented as guided by NPMU safeguards special­ists and complied with, in accordance with World Bank’s Environmental, Health and Safety policies, industry best practice and Government of Kenya’s regulations. The EHS Officer is expected to work, engage and coordinate frequently with the EHS teams from the ISC and Contractor to deliver EHS expectations during the construction period.

  5. The Ministry of Water, Sanitation and Irrigation (the Client) now invites eligible individual consultants to express their interest (EOI) in providing these services. Interested consultants must provide their CVs, certificates and other information indicating that they are qualified to perform the services. The de­sired consultant should meet the following minimum requirements: –
  6.         Master Degree in Occupational Health and Safety/Environmental Science/Engineering, or equivalent.
  7.         Professional training (diploma) in Occupational Health and Safety from NEBOSH, or a recognized institution. Any addi­tional professional Occupational Health and Safety training e.g., in Fire Safety, First Aid, Tap Root, HACCAP etc. shall be an added advantage.

                    iii.        Registration with DOSH, or other international OSH bodies e.g., IOSH, IIRMS, ICOH.

  1.         Must have a minimum of 10 years of active Environment, Health and Safety (EHS) post-graduation experience in construc­tion industry involving mega infrastructures financed by World Bank or other financial intermediaries (FI) that follow World Bank Group EHS guidelines. Working experience participating in, or leading EHS processes on large dams will be an added advantage.
  2.         Should demonstrate working knowledge of World Bank safeguard procedures and IFC Environmental, Health and Safety Guidelines and industry best practice.
  3.         Knowledge of and application of compliance with relevant environmental, health, and safety regulations in Kenya.
  4. The expected duration of the assignment is two (2) year, with possibility of contract extension subject to satisfactory perfor­mance.
  5. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 revised July 2014 (“Consul­tant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
  6. Selection of an Individual Consultant will be in accordance with World Bank’s Guidelines: Selection and Employment of Con­sultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”). The selection criteria will be solely based on individual experience and qualifications.
  7. Interested consultants may obtain further necessary information at the address below during office hours between 0900 to 1600 hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
  8.
