NOTICE FOR REQUEST FOR EXPRESSIONS OF INTEREST [REOI] FOR THE PROCUREMENT OF CONSULTANCY SERVICES TO IMPROVE THE TESTING AND DIAGNOSTIC CAPACITY OF PUBLIC LABORATORIES IN THARAKA NITHI COUNTY

  1. The County Government of Tharaka Nithi intends to shortlist consultants to provide consulting services [the Services] for the improvement of the testing and diagnostic capacity of public laboratories in Tharaka Nithi County

Brief Description of the Clinical Laboratory Improvement Project

County Government of Tharaka Nithi

Improving the quality of diagnostic services is critical for the achievement of Universal Health Coverage [UHC]. To ensure that the Sustainable Development Goa! [SDG] 3 is achieved, the GoK pledged to realize UHC by 2022. The County Government of Tharaka Nithi in the CIDP 2018 -2022 identified the need to improve access to specialized medical services through renovation and equipping of the Chuka county referral hospital medical laboratory.

Currently, the diagnostic needs of Tharaka Nithi county’s growing population have outpaced the overall public systems’ capacity. This has brought about the need to focus on strengthening the county’s ability to carry out effective diagnostics, patient care and management. The inadequacy of laboratory services in majority of the public sector facilities in the county has a resultant negative impact on the patients, the health facilities, and the county. To bridge this gap and expand access to quality and affordable laboratory services in the county, the county Government of Tharaka Nithi through the Department of Health Service, Sanitation and ICT, intends to implement the Clinical Laboratory Improvement Project [CLIP] by engaging a private sector company [Herein referred to as Consultant] specialised in the laboratory and diagnostics field to support the County Government’s goal. Leveraging the varied skills and resources of the county Government of Tharaka Nithi and the Consultant will guarantee effective and efficient laboratory service delivery.

Objectives of the Clinical Laboratory Improvement Project

The overall objective of the CLIP project is to bridge the gap between the existing capacity and unmet need for laboratory services in Tharaka Nithi County to ensure the provision of high-quality efficient laboratory services that ensure universal access to essential diagnostic tests while maintaining affordable tariffs for residents of Tharaka Nithi County and beyond.

The expected implementation period is 5 years with the start date scheduled for November2021

  1. The County Government of Tharaka Nithi now invites eligible consulting firms [“Laboratory services private providers”] to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria on required qualifications and experience of the firm are:
  2. i)Experience in the assignment, including technical and managerial capability of the firm.
  • Your understanding of the scope of work
  • Evidence of similar projects undertaken and total value of projects]. Relevant projects should illustrate bidder qualifications with respect to the scope of work for this project
  1. ii)Number of years in business working on the area of the assignment.

iii)     Hi] Reference to at least three assignments of similar nature and size carried out in the last 3 to 5 years. Include persons or institutions and contact addresses [Name, phone and email] who can be contacted on the same.

  1. iv)Attach copy of Valid Tax Compliance Certificate.
  2. v)Attach Copy of Valid PIN Certificate
  3. vi)Attach Copy of Company Registration/lncorporation Certificate

 

Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.

  1. The attention of interested Consultants is drawn to the following provisions that will be highlighted in the Request for Proposals to be issued to shortlisted firms.
  2. i)The Consultant will be expected to have no conflict of interest with other assignments or its own corporate interests and acting without any consideration for future work.
  3. ii)The Consultant has no personal or business relationship with the Procuring Entity’s senior management or professional staff.

iii)     A firm or an individual in the firm has not been sanctioned by the Public Procurement Regulatory Authority or are under a suspension or a debarment imposed by any other entity of the Government of Kenya, or any international organization.

  1. iv)Government-owned enterprises or institutions of Kenya Government, officials and civil servants and employees of public institutions are not eligible.
  2. The Consultants] may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected.
  3. A Consultant will be selected in accordance with the quality and cost based selection method set out in the Act and Regulations.

Submission of Expression of Interest

Interested and eligible firms may obtain additional information from the Office of the Chief officer Department of Health Services, Sanitation and ICT, Tharaka Nithi County. Completed Expression of Interest in plain envelopes clearly marked “Ref: TNCG/03/2021/2022;

EOI will be opened on same day starting 11.00AM at Kathwana and the firms or their representatives will be free to attend the opening. Request for Proposal documents will thereafter be sent to the successful firms with specific Terms of Reference.
