REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR PREPARING
SOCIAL ASSESSMENT, GENDER AND GBV ASSESSMENT AND MAPPING OF GBV SERVICE
PROVIDERS FOR THE PROPOSED GARISSA-DADAAB-LIBOI-HARHAR (211KM)

1. The Government of the Republic of Kenya (hereinafter called “Borrower”) has received financing from the International Development Association
(IDA) (the “Bank”) in the form of a “credit” (hereinafter called “credit”) towards the cost of the Horn of Africa Gateway Development Project (HoAGDP)
and intends to apply part of the proceeds for Consulting Services.
2. This assignment is to provide an analysis of collective attachment the indigenous people have to the project area and evaluate the project’s potential
positive and adverse effected on these groups of people. The analysis shall be based on free, prior and informed consultation with indigenous people
on the project site. This assignment shall culminate to the preparation of Indigenous Peoples Plan.
3. The consulting services (“the Services”) objective is to carry out Social Assessment, Gender and Gender Based Violence Assessment report and map
out Gender Based Violence Service Providers along the road project. The Consultancy will involve two main tasks: Task 1: Social Assessment and
Preparation of Indigenous Peoples Plan and Task 2: Gender and Gender Based Violence Assessment and Mapping out GBV Service Providers.
The assignment will take Four (4) Months.

5. The Kenya National Highways Authority now invites eligible firms (“Consultants”) to indicate their interest in providing the Services. This invitation is
targeting organizations/ institutions that meet the competence and qualifications in the preparation, development and implementation of the Social
Assessment & Gender and GBV Assessment. Interested Consultants who should provide information demonstrating that they have the required qualifications
and relevant experience to perform the Services. The shortlisting criteria are:
a) Have at least 10 years of experience in Development of Social Assessment & Gender and GBV Assessment Reports. And related projects
in the northern region of Kenya.
b) Knowledge and practical experience of assessing Gender and Gender Based Violence issues related to construction and operation of
infrastructure projects, and more specifically roads and road infrastructure;
c) Core business of the Consultant; and technical and managerial capability of the institution as presented in the company profile.
d) Relevant experience, technical and managerial capability.
e) Submission of at least (3No.) References from previous clients addressed to the Authority.
6. The experience and qualification of key experts shall not be included in the shortlisting criteria. The number of key Experts will be noted. However it
shall not be evaluated at the shortlisting stage.
7. Consultants will be selected in accordance with the Bank’s “Procurement Regulations for IPF Borrowers July 2016, revised November
2017 and August 2018 as update November 2020 (“Procurement Regulations”), which can be found at the following website:

8. Consultants may associate with other Consultants in the form of a joint venture or a sub consultancy to enhance their qualifications. Clarity should be
provided on the nature of association and the lead firm.
9. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement
Regulations.

11. The Expression of Interest (both in hard copy and soft copy) enclosed in plain Packages and clearly marked with the Tender Number and description,
shall be sealed and transmitted by courier or delivered by hand to the Address below or deposited at the Authority’s Tender Box Located at Barabara
Plaza, Block C, 2nd Floor, Jomo Kenyatta International Airport (JKIA), off airport South Road, along Mazao Road so at to be received not later
than 1100Hrs local time on 12th April, 2023.
