REQUEST FOR EXPRESSION OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

The Government of the Republic of Kenya has received financing from the World Bank towards the cost of Water and Sanitation Development Project (WSDP), and it intends to apply part of the proceeds to payments for consulting services for a Sanitation Engineer.

  1. The Project comprises four components; –
  2. a)Expansion of water supply and sanitation services in the coastal region, – Mombasa, Kwale, Kilifi and Taita Taveta Counties
  3. b)Expansion of water supply and sanitation services in Wajir and Garissa Counties
  4. c)National performance-based financing (PBF) that includes support for water and sanitation infrastructure investments, and technical assistance for performance-based financing.
  5. d)Project management to finance the management activities associated with project implementation.
  6. The consulting services include: i) to provide technical and project management support to the Government of Kenya in the implementation of the sanitation sub-components of the project; and ii) to support institutional capacity strength­ening on sanitation services delivery by providing specific technical advice, capacity building and guidance on sanitation and sewerage/wastewater operations.
  7. The services will be up to 31st October 2022. However, the Sanitation Engineer shall be engaged on a one-year renewable contract subject to satisfactory performance, availability of funds and continuation of the project.

  9. Ministry of Water, Sanitation and Irrigation now invites eligible individual consultants to express their interest (EOI) in providing these services. Interested consultants must provide their CVs and information indicating that they are qualified to perform the services.
  10. The desired consultant must be in possession of the following qualifications and experience: –
  11. a)A first degree in Civil Engineering or equivalent from a recognized university.
  12. b)A Master’s Degree in Sanitary/Sanitation Engineering or Wastewater Engineering or Environmental Engineering or Public Health Engineering.
  13. c)Must have served as the lead engineer or deputy lead engineer in at least two (2) sanitation projects in the last ten (10) years with a value of at least USD 1 million each of which the combined scope of work for the two projects should include onsite sanitation (containment and collection), faecal sludge management, sewerage network and sewage treatment systems.
  14. d)Experience in working with the public sector and NGOs in delivery of sanitation and sewerage projects.
  15. e)Working experience on international financing or donor institution assisted projects
  16. f)Computer skills to include in computer aided design of sanitation and sewer systems and project management software and tools.
  17. g)Membership of a recognized and relevant professional engineering body
  18. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employ­ment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
  19. Selection of the Individual Consultant will be in accordance with World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”). The selection criteria will be solely based on individual experience and qualifications.
  20. Interested Individual Consultants may obtain further necessary information at the address below during office hours between 0900 to 1600 hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
  21. The expressions of interest in written form must be delivered in person, or by mail to the address below so as to reach by 9th March, 2021 at 11:00am.
