REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANTING SERVICES FOR WATER SECTOR SKILLS AND COMPETENCIES ASSESSMENT AND DEVELOPMENT OF RELATED FRAMEWORK

The core mandate of the Ministry of Water, Sanitation and Irrigation and its supporting State Corporations are anchored on existing Sector Strategic Plans, sector obligations under the Big 4 Agenda and the role of the wider water sector in the attainment of MTP III targets and Kenya Vision 2030 goals. In aligning the collective water sector mandate to the goals and aspirations in these national development blue prints, the Ministry intends to enhance service delivery efficiency and effectiveness through the enhancement of personnel capacity and capability in sector institutions. How­ever, to date, no documented work exists on water sector preparation in terms of skills and competencies capacity to delivery on Kenya’s MTP III targets and related development aspirations. It is for this reason that the Ministry intends to undertake a skills and competencies audit to determine the extent to which the existing stock of skills and competen­cies can support the attainment of sector mandate. The skills and competencies assessment will establish present gaps and inform the ministry’s and actor investment decisions on the training and staffing gaps so as support overall sector capability and capacity for performance and service delivery, through employee development and/or recruitment/ rationalization. This would result in effective productivity, informed sector succession planning process and effective management of the existing stock of human capital.

In order to achieve this, the Ministry intends to engage a consultant to offer consultancy Services for a Skills and Com­petency Assessment that will inform and address the water sector’s current and future skills and competency gaps. Results of the audit are expected to offer skill gap and staff capacity solutions to improve water sector service delivery towards Kenya Vision 2030 and transform sector institutions into capable and effective public service organizations.

The Ministry of Water, Sanitation and Irrigation therefore seeks to engage a consulting firm to undertake water sector skills competency assessment and development of the related framework. The framework will provide a comprehensive list of skills and competencies required in the water sector to successfully fulfil the technical, scientific, research and social sustainability needs in the sector. It will further provide a foundation for human resource capacity enhancement interventions in the Ministry.

Objective and Scope of the Assignment

The main objective of this study is to undertake a Skills and Competencies Assessment that will inform and address the water sector’s current and future skills and competency gaps. This will include, but not limited to: reviewing the policies, legislations and programmes relating to training and skills development for supporting development of water sector; undertaking skills Gap Analysis and Capacity Gap Analysis

The scope of the assignment entails a national coverage taking into account the 47 counties, MDAs in the water sector, key stakeholders and collaborators along the water sector supply and value chain, formal training institutions, small medium and large enterprises, and informal sector operators. This implies that the Consultant will be expected to classify respondents into appropriate categories and draw a representative sample from both the supply and demand sides of the water sector.

Duration of the Consultancy

This assignment is expected to be completed within a period five (5) months. However, the consultant based on expe­rience may propose appropriate duration.

The Ministry of Water, Sanitation and Irrigation now invites eligible consultants to express their interest in pro­viding these services. Interested consultants must provide information indicating that they are qualified to perform the services by providing brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Public Procurement and Asset Disposal Act 2015.
