INVITATION TO BID
REQUEST FOR PROPOSAL FOR DESIGN, FINANCE, BUILD AND SALE OF AFFORDABLE HOUSING IN MARINGO ESTATE
PHASE I THROUGH JOINT VENTURE
RETENDER NO: NCC/H&UR/RFP/34/2025 – 2026
3. The Nairobi City County Government invites sealed Bids for the construction of a
minimum of 4,000 housing units in Maringo Estate Phase I, to be developed in Lot I &
II , 2,000 units in each lot, lot I & II whose land measures approximately 4.2 Ha and
4.0 Ha respectively.
4. The developments will comprise of apartments housing blocks of between five and
sixteen floors.
5. The bidder MUST indicate the lot they are bidding for on the Cover page as well as in
the Bid Security i.e.

6. Bidding will be conducted under open international Biding method to interested
Bidders using a standardized Bid document and is open to all interested qualified
Bidders.
7. Qualified and interested Bidders may obtain further information and inspect the
Bid Documents during office hours [between 8:00AM to 5:00PM EAT at the
address given below.
8. A complete set of Bid documents can be downloaded from Nairobi City
County Government Website www.nairobi.go.ke or www.tenders.go.ke or at the
Office of the Director Supply Chain Management, Main City Hall Fourth Floor, Room
400 during official working days from 3
rd November 2025 to 9
th January 2026,
between 8.00 AM and 5.00 PM EAT
9. The Request for Proposal (RFP) includes the following documents:

- Bids shall be quoted be in Kenya Shillings and shall include all taxes.
- Bids shall remain valid for (210) days from the date of opening of Bids.
- All Bids must be accompanied by an unconditional Bank Guarantee from a
licensed Commercial Bank equivalent to Ksh Ten Million (Kshs 10 M) and valid
for the Bid validity period. - There shall be a mandatory Pre-Bid conference to be held on 2
nd December 2025, at location to
be communicated later. For attendance, confirm by writing through email on or

14. All Bidders shall attend a site visit at the project site on 12
th November 2025. All interested
bidders shall Assemble at Makadara Housing Office, Located on first floor Makadara
Huduma Center along Nyasa Road off Jogoo Road at 10.00 AM EAT.
15. The Bidders shall chronologically serialize all pages of the tender documents submitted.
16. Bidders will be required to include the financial model for the project. The Financial
Model shall be submitted together with the Technical Proposal and Failure to provide
the same will result in disqualification.
17. Completed Request for Proposal (RFP) technical shall be submitted both in soft (one
copy) and hard copies (one original and Four copies) in plain sealed envelopes, which
shall then be enclosed in a big envelope marked “DO NOT OPEN BEFORE 15TH
JANUARY 2026 and addressed to:

18. The complete Bid documents shall be delivered and registered at the office of the
Director Supply Chain Management office, located on 4
th Floor, Room 400 on or before 15th January 2026 at 12.00 Noon EAT.
19. Electronic Bids will not be permitted. Late Bids will be rejected
20. Any request for clarification must be submitted through email by 9th January, 2026 at 5.00PM EAT to nairobiprocurement@gmail.com or
procurement@nairobi.go.ke
21. Bids will be publicly opened immediately upon closure in the presence of the
Bidders’ or their designated representatives.
22. The Bid opening will be at Main City Hall, 4th Floor, Room 400 at the Supply Chain
Management Boardroom.
23. The Procuring Entity will enter into negotiations with the Bidder whose Bid is
determined to be the most responsive to the RFP requirements and who has offered the
best quality completed evaluated Bid. Prices quoted shall be inclusive of duty and other
taxes and shall remain valid for 210 calendar days from the closing date of the Bids.
