1. REQUEST FOR PROPOSAL FOR PROVISION OF CONSULTANCY SERVICES FOR
DESIGN AND SUPERVISION OF CONSTRUCTION OF ULTRA-MODERN OFFICES
BUILDING BLOCK , AND ASSOCIATED WORKS
2. The Murang’a County Assembly has set aside funds in its budget toward the cost of
Consultancy/Technical Expert Service for Project Management, for design and supervision of
construction of ultra-modern offices building block, and associated works
3. The County Assembly now invites proposals for consultancy services of Project Management,
for design and supervision of construction of ultra-modern offices building block, and
associated works
4. This Request for Proposals (RFP) is invited through National Open Tender and is open to
eligible consultancy firms. The bidding process is open to fully and properly registered firms
or companies with the Registrar of Companies (not individuals).
5. If a Consultant is a Joint Venture (JV), the full name of the JV shall be used and all members,
starting with the name of the lead member. Where sub-consultants have been proposed, they
shall be named. The maximum number of JV members shall be specified in the DS.
6. It is not permissible to transfer this RFP to any other firm.
7. Proposals must be accompanied by a tender security of Kshs. 2 000,000 from a reputable
bank or an insurance company approved by Insurance Regulatory Authority. The security
should be valid for 180 days after the date opening of technical proposal
8. A firm will be selected under Quality and Cost Based Selection (QCBS) method and in a
format as described in this RFP, in accordance with the Public Procurement and Asset Disposal
Act 2015, a copy of which is found at the following website: www.ppra.go.ke.
9. SUBMIT THROUGH IFMIS AND A COPY OF (TECHNICAL AND FINANCIAL) PROPOSAL
TO BE DROPPED AT TENDER BOX and should be put in one plain sealed envelope with the
two proposals in separate envelopes. The Envelope should be marked with the tender name
and reference number and deposited in the tender box located at the Murang’a county
Assembly at the Reception before …… March 27th 2026 at 10:00a.m.

- The Technical Proposal document will be opened immediately after the closing time in the
Murang’a county Assembly on March 27th 2026 at 10:00a.m. - Interested bidders or their representatives may attend the tender opening. The Financial
Proposals for bidders meeting the technical requirements will be opened later after
completion of the Technical Proposal evaluation exercise in the presence of the respective
bidders who choose to attend. - Consultants are required to serialize all the pages of the bid document submitted including any
addendum, appendixes and attachments.
This invitation is open to qualified Consulting Firms based in Kenya. Consultants will be selected
under the Quality and Cost Based Selection (QCBS) Method as described in this RFP Document, in
accordance with the policies established in the Public Procurement and Asset Disposal Act [PPADA],
2015.
