- The East African Community (EAC) has received financing from the African Development Fund (ADF) toward the cost of the EAC Payment and Settlement Systems Integration Project (EAC-PSSIP) and intends to apply part of the agreed amount for this grant to payments under the contract for Individual Consultancy services to guide and support the Bank of South Sudan in the implementation of various NP5 infrastructure and activities as well as provide coordination of these activities in the banking ecosystem to achieve an integrated payment and settlement system in South Sudan and the EAC region
- The support shall include coordination and supervision the implementation of NPS infrastructure systems specifically the Automated Transfer System (ATS+) to ensure that the stakeholders (Commercial Banks, Ministry of Finance, and Revenue Authority,) are ready for this critical payment system. The consultancy services shall include among others:
- a)Support day to day activities in the implementation of ATS, datacenter, and DRS system implementation; Oversee the implementation for each component of ATS; Provide guidance during developments, issues resolution and document activities at all stages of the project as per the work plan, coordinator in the project delivery
- b)Assists Bank of South Sudan (BoSS) in the supervision of all change management activities
- c)Hold workshops with key stakeholders for the purpose of introducing the proposed ATS and the required technical specifications to allow the banks connect to the system; Advising and assisting the BoSS in working with external participants (Bank, Gov’t agencies) to prepare their systems and procedures for interfacing with RTGS, ACH and CSD systems.
- d)Guide on the implementation and application of the proposed National Payment system (NPS) Regulatory framework for Republic of South Sudan.

- The EAC Secretariat now invites eligible individual consultants to indicate their interest in providing these services, interested consultants must provide information indicating that they are qualified to perform the services (letter of interest, Update CV, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Fund’s “Rules and Procedures for the use of Consultants” (May 2008 Edition, Revised July 2012), which is available on the Fund’s website athttp://www.afdb.org/ The EAC Secretariat is under no obligation to select any consultant who expresses interest.
