SUPPORT THE INTRODUCTION OF AN EXTENDED PRODUCER RESPONSIBILITY (EPR) SCHEME IN UGANDA FOCUSING ON THE BEVERAGES SECTOR NATURAL RESOURCES STEWARDSHIP PROGRAMME (NATURES)

BACKGROUND:

The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH is a public-benefit German company with worldwide operations m the field ol international cooperation for sustainable development. GIZ through Natural Resources Stewardship Programme (NatuReS) invites eligible Individual consultants or Consultancy firms based in East Africa to support the introduction of an extended producer responsibility (EPR) scheme in Uganda focusing on the beverages sector

THE ASSIGNMENT:

The consultancy activities will include:

  1. i)Identifying and profile all potential key actors for the EPR scheme including manufacturers/ brand owners, potential service contractors, municipal councils, etc.
  2. ii)Establishing/quantifying total PET plastic market size in Greater Kampala Metropolitan Area (GKMA); Estimates of current costs for collection, buy-back, running recycling centers, etc.; Current collection, sorting and processing capacities in GKMA

iii)    Based on the outputs in i & ii above previous findings, as well as leveraging on experience from Kenya Association of Manufacturers in setting up Kenya’s EPR scheme (open-source information), develop an EPR implementation model for the beverages sector in GKMA

  1. iv)Conducting consultation sessions with identified stakeholders to create awareness of the scheme and validate the proposed model
  2. v)Developing a communication and recruitment strategy to be used in recruiting members of the Uganda Manufacturers Association (UMA) into the EPR scheme
  3. vi)Conducting a recruitment drive that will lead to signing up of a set number of UMA members.

QUALIFICATIONS AND EXPERIENCE:

The consultant is required to deploy two personnel who should include a Lead consultant and a Support consultant. The Lead consultant should have post graduate qualification in environmental law and/or policy, international law and/or policy, environmental management, environmental economics, economic policy and planning, waste management, public policy, or a related field with a minimum of 10 years working experience The support consultant should have a graduate qualification in business, policy analysis, project management or communication with a minimum of 5 years of work experience.

ELIGIBILITY: East Africa based consultants or consultancy firms are eligible to apply.

Request for clarifications on bidding documents/specification/terms and condition of the tender All requests for clarifications to this tendering process shall be shared in writing and should be addressed to GIZ Uganda via email Procurement-giz-uganda@giz.de at least 5 days prior to the bid submission deadline.

BIDS SUBMISSION DEADLINE DATE AND TIME:

Interested bidders should submit their bids/offers electronically by Tuesday, 23.08.2022 at 4.00pm (EAT) to UG_Quotation@giz.de indicating in the subject “83415223 – Introduction of an extended producer responsibility (EPR) scheme in Uganda”.

Failure to indicate the tender reference number in the subject may lead to disqualification of an offer Late submissions will not be accepted!

Bids submitted with GIZ staff or other GIZ emails in copy will be rejected.

Only bids submitted to UG_Quotation@giz.de are acceptable.

Two separate emails should be used, one submitting the technical proposal/offer and a second email submitting the financial proposal/offer.

Offers need to be submitted in PDF and zip folders.

GIZ only accepts file transfer for submission of documents exceeding the default mail size of 30 MB.

GIZ advises bidders to split their offers into small emails of less than lOMbs for faster transmission.

GIZ remains with full rights to cancel this process at any stage without informing providers and at no cost refund to the providers who participate in this tender process.
