THE NATIONAL TREASURY TENDER APRIL 2026  

REQUEST FOR PROPOSALS(RFP) (CONSULTING SERVICES- FIRMS SELECTION)

1. The State Department for Economic Planning invites sealed Proposals for System Development for
   End-To- End Electronic Planning, Monitoring and Evaluation System (E-NIMES/E-CIMES). RFP No
   TNT/SDEP/RFP/002/2025-2026.
2. A complete set of RFP Document detailing the requirements of the above Request for Proposal
   may be obtained from the State Department Website; www.planning.go.ke or Public Procurement
   Information Portal (PPIP) by interested eligible Bidders. Tenderers who download the RFP document
   must forward their particulars immediately to procurement@planning.go.ke to facilitate any
   further clarification or addendum.
3. If a Firm is a Joint Venture (JV), the full name of the JV shall be used and all members, starting with
   the name of the lead member. Where sub-consultants have been proposed, they shall be named. The
   maximum number of JV members shall be specified in the Data Sheet
4. A firm will be selected under Quality and Cost Based Selection (QCBS) Method and in a format as
   described in the RFP, in accordance with the Public Procurement and Asset Disposal Act 2015, a copy
   of which is found at the following website: www.ppra.go.ke
5. Bidders are advised that the pre-proposal conference shall be held at place and time indicated in the
   Data Sheet
6. Any request for clarification on the Request for Proposals should be sent via email to
   procurement@planning.go.ke. Further information can be obtained at the address below during
   office hours i.e. 09:00 AM to 5:00 PM.

   Clarifications may be requested no later than 7 days prior to the submission deadline.
7. Proposals will be opened immediately after the deadline date and time ie Wednesday 15th April
   2026 AT 10.00AM EAT or any deadline date and time specified later. Proposals will be publicly
   opened in the presence of the Tenderers’ designated representatives who choose to attend at the
   address below.
   NB: Bulky documents submitted earlier than the date and time of opening should be delivered to
   the office of the Head, Supply Chain Management Services, on 7th floor Room 716, at Treasury
   Building, Harambee Avenue with a delivery note in duplicate.
8. Late Proposals will be rejected.
