EXPRESSION OF INTEREST (EOI NO. MM/005/2022/2023 |
FOR INSTALLATION OF A PROPERTY RATES MANAGEMENT SYSTEM
The County Government of Murang’a invites firms with capabilities to develop, install and make operational a property rates management system. Interested firms will submit an Expression of Interest (EOI) giving a brief of their capabilities.
The objectives of this expression of interest is to shortlist eligible firms capable of developing, installing and making operational a property rates management system for both structured and unstructured property rates channels.
The scope of work includes but is not limited to:
- Development, Installation and making operational property rates management system
- Training of systems users
- Provision of 24 hours per day user support
- Handholding the client until the system is fully functional and the user confidence is adequate for operating the system.
- Migrate data from the old system to the new one
Additionally, the solution should at least provide for
- Collection of property rates from both structured channels from Murang’a municipality.
- Generation of relevant reports for property rates management and dashboards for real time monitoring of property rates collection.
- Electronic payments such as mobile money transfer and card payments.
- Reliability and availability in different locations at the same time.
- Resilience and security of transactions against cyber attacks
- Audit trails for system access and transactions
- Remittance of collections to the county at the basis of at most T+1
- Password controlled access levels
- Fully searchable reporting on user access, views, editing and sharing activity. Complete system accountability.
- Full search function by any criteria allowing the review of original and generated clips.
- Real time backup, disaster recovery method that employs simultaneous or nearly simultaneous recording of information by multiple computers.
- Reporting (Programmable, special/customized reports)
- Self-service portal (for external users)
The Property Management system must include the following modules:
- Property details:1 Registration, Plot details, Owners Details
- Property Sub-division
- Property transfer
- Property Billing
- Demand notice

Interested bidders must attach copies of the following documents
- Certified company registration certificate
- Valid tax compliance certificate
- PIN Certificate
- Certified company CR12
- Company Profile
- Attach the copies of CVs and professional certificates of lead team.
Shortlisted candidates will be selected on the basis of the expression of interest submitted and invited to prepare Request for Proposal.
Interested bidders should submit their bids in two copies clearly marked Original and Copy respectively.

The bids should be deposited in the tender box situated at the entrance of Murang’a Municipality Offices (formerly Public Works offices), so as to be received on or before 14th April 2023 at 10.00 a.m. Bids will be opened thereafter in the presence of bidders or their representatives.
