Background
About ChildFund
ChildFund is a non-governmental and non-profit development organization working in more than 30 countries worldwide to improve the well-being of about 15.2 million children and families, regardless of race, creed, religion, and gender. In Kenya, ChildFund works with 13 Local Partners (LP’s) in 26 counties. The priority sector focus areas are Education, Livelihoods, and Humanitarian Response. Our three-fold mission is to support children living in deprivation, exclusion and vulnerabilities improve their lives and become adults who bring positive changes to their communities: to promote societies that value, protect, and advance the worth and rights of children: and to enrich supporters’ lives through their support of our cause.
ABOUT ELIMU KIDIJITALI.
ChildFund Kenya, with the generous support from ChildFund Korea, has been implementing the Elimu KiDijitali Project (October 2023 – December 2025) in Nairobi Metropolitan Program counties of Nairobi, Kiambu, and Murang’a . The project sought to improve the digital learning landscape and opportunities for 8,300 children, alongside teachers, administrators, caregivers, and government stakeholders.
The project aims to:
- Enhance school digital learning environments through provision of devices, connectivity, and content.
- Increase access to quality digital learning and online safety education for learners.
- Strengthen policy and legal environments to support ICT integration in schools.
- As the project approaches completion, ChildFund Kenya requires an endline evaluation to measure results, capture lessons learned and provide evidence of impact against baseline data and project outcomes.
Purpose and objectives of the Endline Evaluation
The overall purpose of the endline evaluation survey is to:
- Assess progress made towards the achievement of project goal, outcomes, and outputs in accordance with the OECD DAC Criteria (Effectiveness, Efficiency, Impact, Relevance and Appropriateness, Sustainability.
- Identify lessons learned, best practices, challenges, and sustainability strategies.
- Generate actionable recommendations for scaling and future programming.
- Develop one Abstract for Presentation/Dissemination of findings in various webinars/conferences as part of wider sharing and utilization of impact of the project
Scope of Work
The consultant/firm will be expected to:
- Desk Review: Review project documents-proposal, baseline survey, MEL plan, training materials, reports as well as other secondary documents from the government, civil society at national and regional levels
- Develop survey design, methodology, tools, and sampling strategy.
- Data collection using mixed method approach in 10 project schools across Nairobi, Kiambu, and Murang’a counties.
- Facilitate FGDs with children, teachers, parents,
- Undertake key informants’ interviews with officials from the Ministry of Education, Kenya Institute of Curriculum Development (KICD), Teachers Services Commission (TSC) members of school Board of Management (BOMs) and other stakeholders in the EdTech sector, representative of the Digital learning content publishers, School Community.
- Analyze findings against baseline results and project indicators.
- Present preliminary findings to ChildFund Kenya for validation.
- Produce a comprehensive end-line survey report.
Deliverables
The consultant/firm will provide:
- Inception Report detailing methodology, tools, and workplan within 2 weeks of signing.
- Data Collection Tools survey questionnaires, FGD guides, KIIs – for approval before fieldwork.
- Draft Endline Report with key findings, analysis, and recommendations.
- Validation Workshop to present findings to stakeholders.
- Final Endline Report with annexes – data collection tools, datasets, case studies, success stories.
Application Process
Interested consultants/firms should submit:
- Technical proposal understanding of ToR, methodology, workplan.
- A summary of the consultant’s capability to meet the objectives of this consultancy as well as qualifications outlined in this document.
- Resume of not more than 7 pages
- Share sample reports of previous work done relating to this call for the consultancy and or work previously undertaken
- Provide at least three reference contacts of previous organizations where you conducted similar evaluation etc.
- Detailed work plan for undertaking the assignment.
- Budget proposal
Financial proposal with detailed cost breakdown, including consultant professional fees, data collection, analysis, report writing and taxes.
