TO CONDUCT EA-CWCP BASELINE SURVEY
Background
The East Africa Comprehensive Women Cancer Project [EA-CwCP] is a four-year regional initiative [2025-2029] led by Aga Khan Health Services [AKHS], aiming to strengthen and expand breast and cervical cancer services in Tanzania and Kenya. Building on the experience of the Tanzania Comprehensive Cancer Project [TCCP], EA-CwCP adopts a Public- Private Partnership [PPP] model to integrate cancer services across public and private health systems. The project is being implemented in the regions of Dar es Salaam, Dodoma, Mwanza, Arusha, Kilimanjaro, Zanzibar, and Shinyanga in Tanzania, and in Mombasa, Kisumu, Homa Bay, and Kilifi counties in Kenya, targeting underserved populations and aiming to reach approximately 7.4 million people. Its focus includes improving oncology infrastructure, expanding access to HPV vaccination, enhancing cancer screening through mobile outreach, and building the capacity of healthcare providers. It also promotes gender equity by engaging male partners to support women’s health-seeking behavior and reduce stigma.
Funded by the Agence Franchise de Developpement [AFD], the Gates Foundation [GF], and the Aga Khan Foundation [AKF], EA- CwCP includes a strong Behavior Change Communication [BCC] component that utilizes schools, CHWs, local leaders, religious groups, and mass media to promote cancer awareness, prevention, and early detection.
The project further supports the development of harmonized clinical guidelines, establishment of tumor boards and pathology networks, and deployment of mobile clinics to deliver services in hard-to-reach areas. Robust monitoring, evaluation, research, and learning agenda underpins the initiative, with the goal of informing national cancer control strategies and fostering sustainable, equitable health system improvements across the region.
Purpose of the Baseline Survey
AKHS is looking for well qualified professionals to provide consultancy services to conduct EA-CwCP baseline survey in Kenya [Mombasa, Kilifi, Kisumu, and Homa Bay counties]. The survey aims to:
- Establish the initial values for key performance indicators outlined in the project’s Results Framework;
- Generate insights on cancer service availability, community awareness, healthcare-seeking behavior, and institutional readiness before project interventions;
- Provide a reference point for tracking project progress and evaluating endline achievements.
The baseline assessment will focus on health facility readiness, community perceptions, service utilization, and existing human resources in relation to cancer services. It will also evaluate gaps and inform targeted interventions for effective project implementation.
Specific Objectives
The baseline will determine the status of the following key indicators:
- Prevalence and incidence of the top 10 cancers, and their mortality rates [disaggregated by type, stage, sex, and age];
- Percentage of health facilities with capacity to provide cancer awareness, vaccination [HPV], screening for cervical and breast cancers, and palliative care;
- HPV vaccination uptake in the country and project implementation area
- Number of patients screened and percentage with suspicious findings;
- Referral patterns for suspected cases and timelines for accessing higher-level care;
- Infrastructure, equipment, and workforce readiness at mapped health facilities;
- Knowledge, attitudes, and practices [KAP] of healthcare workers related to cancer care;
- Knowledge, attitudes, and practices [KAP] of community members related to cancer services including; % of women who are aware that screening exists for cancers [disaggregate by type], % of women who are satisfied with cancer care services at target hospitals and % of women and men who know signs and symptoms of cancer [disaggregate by sex, age group, type of cancer]
- Functionality and efficiency of cancer-related referral systems;
- Baseline insights on community behavior, service demand, and barriers to care;
- Identification of risks, opportunities, and initial community or institutional strengths.
Expected Deliverables
The selected consultant will be responsible for delivering:
- Inception report and detailed work plan
- Draft and final baseline survey protocols
- Ethical clearance from relevant authorities e.g. KEMRI, MOH, and County Government
- Baseline data collection, transcription, and data management
- Preliminary findings report
- Stakeholder dissemination sessions
- Final baseline evaluation report,
Consultant Qualifications
- Lead evaluator with a master’s degree or PHD in public health or related field, with at least 10 years’ experience in baseline assessments or evaluations;
- Team members with minimum 5 years of field experience in data collection, research, or public health;
- Demonstrated skills in both quantitative and qualitative data collection and analysis methods;
- Familiarity with the Kenyan health system, particularly in oncology;
- Proficiency in English and Swahili;
- Experience using digital data collection tools [DDK, Kobo, etc.];
- Ability to work in both urban and peri-urban/rural settings
