Environmental and Social Impact Assessment (ESIA) Consultancy
Background
Peace Winds is a non-profit, non-governmental organization established in 1996 to enhance the quality of life and improve service delivery in communities affected by displacement, conflict, poverty, and disasters. In Kenya, Peace Winds is currently implementing a solid waste management project in Turkana County with support from the Government of Japan and in collaboration with the Kakuma Municipality.
As part of this initiative, Peace Winds is establishing a Bone Meal Processing Unit (BMP Unit) within the Kakuma Slaughterhouse to convert domestic animal bones and horns into pet and poultry feed.
Call for Proposals
Peace Winds is seeking licensed Environmental and Social Impact Assessment (ESIA) consultants or firms to carry out a comprehensive ESIA study for the construction and operationalization of the Bone Meal Processing Unit in Kakuma Municipality, Turkana County.
Scope of Work
The selected consultant will:
- Conduct a full Environmental and Social Impact Assessment (ESIA) in accordance with NEMA regulations (EMCA, 2015; ESIA Regulations, 2003 and 2019).
- Submit the ESIA report and obtain a valid NEMA EIA approval certificate on behalf of Peace Winds.
- Facilitate stakeholder and public participation.
- Analyze environmental, social, and biophysical risks and propose mitigation strategies.
- Develop an Environmental Management and Monitoring Plan (EMMP).
Location of the project site: Kakuma Slaughterhouse compound, Turkana West Sub-County, Turkana County
Estimated project cost for NEMA fee purposes: KES 2,023,728
Assignment duration: 3.5 calendar weeks (17 man-days)
Consultant Eligibility
For Individual Consultants:
- Must be a registered NEMA Lead Expert
- Hold a degree in Environmental Science, Sustainability, Public Health, or related field
- At least 3 years of relevant ESIA experience
- Past experience working in Turkana County is an added advantage
For Firms or Teams:
- Must be registered with NEMA as a corporate ESIA service provider
- Team must include NEMA-licensed ESIA Lead Expert(s)
- Proven track record of conducting at least 3 similar assessments within the last 3 years
- Demonstrated experience working in northern Kenya preferred

- c)Must be valid for at least 60 days from submission date
Peace Winds Support to Consultant
Transport, accommodation (B\&B), and access to project site
Cost of venue, stationery, and refreshments for community consultations
Payment of applicable NEMA licensing fees (0.1% of project cost)
Note: Consultants are responsible for their per diem, travel to/from JKIA, and meals (lunch and dinner) while in Kakuma.
