KENYA MARINE FISHERIES AND SOCIOECONOMIC DEVELOPMENT PROJECT [KEMFSED] TENDER NOVEMBER 2025 

KILIFI COUNTY PROJECT IMPLEMENTATION UNIT

SPN REQUEST FOR BIDS -GOODS [ONE-ENVELOPE BIDDING PROCESS]

1. The Government of Kenya has received financing from the World Bank toward the cost of Kenya Marine Fisheries and Socioeconomic Development Project [KEMFSED], and it intends to apply part of the proceeds toward payments under the contract for Supply and Delivery of 5 No. Longliner Offshore Fishing Boats.
2. The Fisheries and Blue Economy [County Department] now invites sealed bids from eligible Bidders for Supply and Delivery of 5 No. Longliner Offshore Fishing Boats;
3. Bidding will be conducted through national competitive procurement using Request for Bids [RFB] as specified in the World Bank’s Procurement Regulations for IPF Borrowers Fifth Edition September 2023 [“Procurement Regulations”] and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Kenya Marine Fisheries Socio-Economic Development Project [KEMFSED] [County Office] Procurement Office situated at Malindi Alba complex Building, Second Floor Lamu Road Malindi E-mail: Kemfsedkilificpiu@gmail.com ; Telephone: +254-726-479 814; www.kemfsed.org from Monday to Friday excluding weekends and public holidays during office hours East Africa Time from 0800hours-1700hoursand inspect the bidding document during office hours at the address given below.
5. A complete set of bidding document in English may be obtained by interested eligible Bidders from our County government website at www.kilifi.go.keor at Public Procurement Information Portal http://tenders.go.ke,
6. Bids must be deposited into the tender box located at the Kilifi County Treasury building, Ground floor-bofa road to be received on or before 26th November 2025 at 11.00 hrs. EAT [Local Time]. The bids should be clearly marked ‘Supply and Delivery of 5 No. Longliner Offshore Fishing Boats, Tender No Tender No KE-KLF-KEMFSED-001- 2025-2026-G0-RFB. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below on 26th November 2025 at 11.00 hrs. EAT [Local Time]. Electronic bids SHALL NOT be accepted.
7. All bids must be accompanied by bid security of, issued by a reputable Bank in Kenya shillings Two Million, Five Hundred Thousand [KES. 2,500,000] in Kenya Shillings Only which must remain in full force and effect up to and including 28 days after the date of expiration of the Bid validity. NB Insurance Bond will not be accepted.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document
