CONSTRUCTION OF WATER PANS IN MWACHE, KWALE COUNTY

COASTAL REGION WATER SECURITY AND CLIMATE RESILIENCE PROJECT (CRWSCRP)

1. The Government of Kenya (hereinafter called “Borrower”) has received financing from the World Bank
   toward the cost of the Coastal Region Water Security and Climate Resilience Project (CRWSCRP), and
   intends to apply part of the proceeds toward payments under the contract for Construction of Water
   pans in Kwale County. For this contract, the Borrower shall process the payments using the Direct Payment
   disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment
   Project Financing.
2. The State Department for Water & Sanitation now invites sealed Bids from eligible Bidders for Contract
   No. KE-MOWI-CRWSCRP-004-2025-2026-CW-RFB; Construction of Water pans in Kwale County as follows:
   • LOT 1 – Mavarata at Mavarata Village in Mwavumbo Ward
   • LOT 2 – Luweni Water Pan at Luweni Village in Mwavumbo Ward
   • LOT 3 – Chigato Water Pan at Chigato Village in Kasemeni Ward
   • LOT 4 – Makobeni Water Pan at Mwalewa Village in Kasemeni Ward
   • LOT 5 – Changa Water Pan at Change Village in Mwavumbo Ward
   • LOT 6 – Peku Water Pan at Peku Village in Kasemeni Ward
   • LOT 7 – Vitangani Water Pan at Vikolani Village in Kasemeni Ward
3. The Construction period is 10 calendar months and the construction location is Mwache Dam Area of
   Kwale County, Coordinates: Latitude 3°57’12” S and Longitude 39° 25’15” E.
4. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB)
   as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in
   Investment Projects Financing” dated September 2025 Seventh Edition (“Procurement Regulations”),
   and is open to all Bidders as defined in the Procurement Regulations.
5. Interested eligible Bidders may obtain further information from The Project Manager; Coastal Region
   Water Security and Climate Resilience Project (CRWSCRP), Project Manager – E-mail: procurement@
   kwscrp.org and inspect the bidding document during office hours i.e. 0800 to 1700 hours East African
   Time at the address given below.
6. The bidding document in English may be downloaded freely from the website below or state portal for
   www.tenders.go.ke or www.water.go.ke
7. Bids must be delivered to the address below tender box located at Maji House Building, Fifth Floor
   Reception, to The Project Manager, Coastal Region Water Security and Climate Resilience Project
   (CRWSCRP), on Ngong Road on or before 1100 hours East African Time (EAT) on 17th March 2026.
   Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the
   presence of the bidders’ designated representatives and anyone who chooses to attend at the address
   below; Maji House Building, Fifth Floor, Board Room 449 at 1100 hours EAT on 17th March 2026.
8. All Bids must be accompanied by a bid security issued by a reputable financial institution in Kenya
   and valid for 30 days beyond the Tender Validity period in form of a bank guarantee of Kenya Shillings
   Five Hundred Thousand Shillings (Kshs. 500,000) per Lot or an equivalent amount freely convertible
   currency and be delivered to the address below by the 17th March 2026 at 11.00 am EAT. Bidders can
   bid for one Lot or multiple Lots.
9. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment
   (SH) Declaration.
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on
    the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial
    Ownership Disclosure Form as included in the bidding document.
