REQUESTS FOR EXPRESSIONS OF INTEREST (REOIS)
North Rift Valley Water Works Development Agency (NRVWWDA), a state corporation under the Ministry of Water, Sanitation and Irrigation
has received financing from the Government of the Republic of Kenya through the Ministry of Water, Sanitation and Irrigation and intends
to use part of the funds towards payment of Consultancy Contracts as follows:
1. Consultancy Services for Detailed Design and Preparation of Tender Documents for Kimanich-Kapsowar-Chesoi Water Supply
Project
2. Consultancy Services for Feasibility Studies, Preliminary and Detailed Designs for Lodwar Town Water Supply Project.
A brief of the envisaged Consultancy assignments is as follows:

NRV/CONS/ TUR/2022-2023 | Lodwar Town Water Supply is composed of boreholes drilled along Turkwel River within the town from where water is pumped to storage tanks and supplied to the residents. The current production is
only about 6,000m3/ day which is below the current demand |
Conduct Feasibility study and identify options to augment Lodwar town water supply, prepare preliminary design report, prepare de- tailed design report with drawings and tender documents. North Rift Valley Water Works Development Agency now invites eligible Consulting firms to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to
perform the Services. The shortlisting criteria are:
a) Experience in the assignment including technical and managerial capability of the firm i.e., Designs of Water Supply Projects including
tender documentation
b) At least 10 years in business working on the area of the assignment
c) Reference to at least three (3) assignments of similar nature and size carried out in the last five (5) years. Include persons or institutions
and contact address (phone and email) who can be contacted on the same.
d) Mandatory requirements as follows;
• Valid tax compliance certificate
• Certificate of registration/incorporation of the firm
• Certificate of registration for the firm from Engineers Board of Kenya as an engineering consulting firm.
The attention of interested Consultants is drawn to the following provisions that will be highlighted in the Request for Proposals to be
issued to shortlisted firms.
1. The Consultant will be expected to have no conflict of interest with other assignments or its own corporate interests and
acting without any consideration for future work.
2. The consultant has no personal or business relationship with the Procuring Entity’s senior management or professional staff.
3. A firm or an individual in the firm has not been sanctioned by the Public Procurement Regulatory Authority or are under a
suspension or a debarment imposed by any other entity of the Government of Kenya, or any international organization.
4. Government-owned enterprises or institutions of Kenya Government, officials and civil servants and employees of public
institutions may not be eligible.
5. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association
is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture
shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS method set out in the Act and Regulations.

Expressions of interest should be prepared in English and clearly marked with the following statements;

2. “Request for Expression of Interest for Consultancy Services for Feasibility Studies, Preliminary and Detailed Designs
for Lodwar Town Water Supply Project”
Consulting firms may submit Expression of Interest for One or both Consultancy assignments as they desire.
The Expressions of Interest must be delivered in hard copies to the address below on or before Friday 3rd March 2023 at 1200 hours
local time. The Expressions of Interest will thereafter be opened at 12.05pm in the presence of Consultants’ representatives who choose
to attend.
