1. The Government of the Republic of Kenya has received co-financing from the Government of Japan through
Japan International Cooperation Agency (JICA) toward the cost of the Mombasa Special Economic Zone
(MSEZ) and intends to apply part of the proceeds towards payments under the contract: Access Road to
Mombasa Special Economic Zone Development Project.
2. Kenya National Highways Authority, a State Corporation under the Ministry of Roads and Transport in the
State Department for Roads, established under the Kenya Roads Act 2007, now invites sealed bids from
eligible bidders for the contract for construction of Access Road to Mombasa Special Economic Zone.
The scope of works includes, but is not limited to, the following activities, to be executed within a period
of 28 months:
Access Road to Mombasa Special Economic Zone Development Project (4.6 Km)
The scope of works is as described but not limited to;
A. Setting out and construction control
B. Improvement and maintenance of the temporary road and passage of traffic through the works.
C. General Construction Work of Port Access Road:
i. Site Clearance of working area within the road reserve
ii. Topsoil stripping
iii. Scarification and compaction of subgrade
iv. Earthworks; comprising high embankment construction and deep excavations
v. Embankment protection works and provision of longitudinal drainage ditches (lined and
unlined)
vi. Provision of new box and pipe culverts, with appropriate inlet and outlet features and scour
protection works
vii. Construction of a dual carriageway comprising:
• Two 3.5m wide lanes carriageway on each direction
• 4m wide Central median
• 2.0m wide outer shoulder on each side of the carriageway
• 0.5m wide Inner shoulder on each side of the carriageway
• 2.5m Raised Footpath on each side of the Carriageway
• 5.5m wide Utility Service Lane
viii. Road pavement layers comprising:
• A variable thickness of up to 600mm natural material – improved subgrade
• 250mm Graded Crushed Stone (0/40 – Subbase quality) for lower Subbase
• 250mm Graded Crushed Stone (0/30 – Base quality)for upper Subbase
• 175mm Dense Bitumen Macadam – Base
• 50mm Asphalt Concrete – Surfacing on the carriage way and shoulders
ix. Construction of four new interchange loops to form a half-clover interchange with the
Mombasa Southern Bypass.
x. Widening of Road Pavement at some sections to accommodate truck parking’s.
xi. Provision and erection of road furniture and road markings, and other miscellaneous works.
xii. Installation of street lighting scheme for the entire length.
xiii. The Defects Notification Period will be 12 months.
3. Bidding will be conducted through procedures in accordance with the applicable Guidelines for Procurement
under Japanese ODA Loans, and is open to all Bidders from eligible source countries, as defined in
the Bidding Document.
4. Interested Bidders may obtain further information from and inspect the Bidding Document during office
hours (Mondays- Fridays from 08:00 to 17:00 hours local time) excluding public holidays at;

5. The Bidding document in English may be downloaded free of charge from: Website: www.kenha.co.ke.
6. Bids must be delivered to the address below on or before 1100 hours local time on Wednesday, 31st
May, 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened
in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address
below:

7. All Bids must be accompanied by a Bid Security (in the form prescribed in the bidding documents) of USD
900,000.00
