PROCUREMENT OF SERVICES: ASSESSMENT OF EMPLOYMENT AND ENTERPRISE DEVELOPMENT OPPORTUNITIES IN WOMEN ECONOMIC EMPOWERMENT AND GREEN TRANSITION

Deutsche Gesellschaft fur International Zusammenarbeit (GIZ] GmbH has been working in Kenya in partnership with local and international partners on behalf of the German Government. Its main commissioning party is the German Federal Ministry for Economic Cooperation and Development [BMZ]. It operates in six African countries: Ghana, Kenya, Mozambique, Tanzania, South Africa, and Uganda.

E4D’s core objective is to promote sustainable employment, higher incomes, and better working conditions as well as to strengthen the business capacities of local companies. It operates through a broad range of public-private collaborations [e.g. with companies, public and private training providers, NGOs, and Governments.) in sectors with high employment potential. The sector of focus varies across E4D partner countries. The programme promotes local employment based on German Development Cooperation’s integrated approach to employment promotion. On the one hand, E4D stimulates the labour market demand [e.g. supporting supplier companies to improve their competitiveness) and on the other hand, it implements demand-oriented skills training measures to bridge the skills gap. The matching of skilled people to employment opportunities is supported through career fairs, online platforms, or other career guidance services. The E4D Kenya applies an integrated approach to employment promotion: focusing on skills training, enterprise development, and matching.

The new phase of the E4D programme aims to promote local employment and address skills gaps by building the capacities of local jobseekers, employees and enterprises with focus on women and support entrepreneurship to increase the integration of MSMEs into value chains, self- employment and job-opportunities in green sectors. The overall project objective is to ensure the employment and economic situation of women, especially in companies driving the green transformation, has improved.

In Kenya, E4D has developed over the years a very diverse portfolio promoting employment and enterprise development in several sectors. In the last years, E4D has started projects focusing on women economic empowerment and green jobs and transition. The experiences in these areas are of special relevance for the further strategic development of the programme.

In this regard, E4D is tendering an assignment in the subject matter of women empowerment and green transition to assess employment and enterprise development opportunities and get recommendations in the two thematic areas. In so doing, the contractor will contribute to the shaping up of the new project phase. Interested companies must provide verifiable proof of qualifications and experience in similar/related services. The tenderer is also requested to provide a summary assessment of the team proposed and must specify their positions, tasks and qualifications for each expert.
