GIZ TENDER FEBRUARY 2023

CALL FOR OFFERS

DESIGN AND IMPLEMENTATION OF AN ARTIFICIAL INTELLIGENCE FELLOWSHIP PROGRAMME IN KENYA

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) implements the project “FAIR Forward -Artificial Intelligence for All”, under the banner of the Digital Transformation Kenya (DTC).

The GIZ Digital Transformation Center (DTC) is a commission by GIZ that aims ‘at Supporting Kenya’s digital transition towards a sustainable digital economy and society.

FAIR Forward strives for a more open, inclusive, and sustainable approach to Al on the international level. This is in recognition of the fact that Artificial Intelligence (Al) is a key technology driving the global digital revolution. It offers a range of new opportunities to break down existing barriers to human development and social inclusion and help to achieve the Sustainable Development Goals (SDGs).

Kenya’s National Digital Masterplan 2022-2032 recognizes the potential for emerging technologies such as artificial intelligence, blockchain, Internet of Things and quantum computing, to drive innovative entrepreneurship for Kenyans. However, the document highlights that gaps exist in advanced IT skills and talent in the areas of artificial intelligence (Al), big data, coding, cyber security, Internet of Things (loT), mobile app development, among others. There is a significant need to train people in the skills needed to succeed in a digital economy and to support them to leverage opportunities to use their skills for sustainable development.

In this regard, the DTC Kenya and FAIR Forward want to initiate a first cohort for an Al fellowship programme in Kenya. For the Al Fellowship Programme, we anticipate 15 young graduates (or fellows) who are expected to form the first cohort. For the fellows, it is expected they will have an Al instructional training for 12 weeks followed by a practical phase consisting of project work and/or internship with an internship partner for at least 3 months.

The goal of the Kenya Al Fellowship Programme is to provide recent university graduates who are proficient in computer programming and have backgrounds in Data Science, Technology, Engineering, Social Science and Mathematics with the required skills to provide them with the opportunity to apply these skills through real-world industry projects and internship, and to start a career in Artificial Intelligence or Data Science.

To this end, FAIR Forward seeks a consultancy/firm that is able to support the development and application of Al in Kenya by providing the fellows with the necessary practical skills to take up careers in Al and its responsible development. Interested companies must provide verifiable proof of qualifications and experience in similar/related services.

The tenderer is also requested to provide a summary assessment of the team proposed and must specify their positions, tasks and qualifications for each expert. More details are provided in the Terms of Reference.

Eligible Firms should send a blank email with tender reference: 83431899 in the subject line to KE_lnquiry@giz.de between 15.02.2023 to 20.02.2023. An email response will provide the relevant documents with further information on 21.02.2023, thereafter no documents will be shared.
