CALL FOR EXPRESSION OF INTEREST FOR DESIGNATION AS 
MOTOR VEHICLE EMISSION TESTING CENTRE 

The National Environment Management Authority (NEMA) established under the Environmental
Management and Co-ordination Act (EMCA) No. 8 of 1999. NEMA is mandated to exercise general
supervision and co-ordination over all matters relating to the environment in Kenya and is the principal
instrument of the Government in the implementation of all policies relating to the environment.
In executing its mandate, the Authority is implementing the Environmental Management and Coordination
(Air Quality) Regulations, 2014. A key requirement of this regulations is control of motor
vehicle emissions through regular testing to ensure compliance with the standards set out in the
EAS 1047.
The Authority recognizes public partnership approach to ensure successful implementation of emission
testing requirements. It is against this background that the Authority requests for Expression of
Interest from relevant firms in accordance with the instructions provided here below.
Submission of Expression of Interest Instructions
1) Brief profile of the applicant.
2) Applicant must duly be incorporated in Kenya.
3) Demonstrate compliance to requirements stipulated in the KS 2499.
4) Demonstrate ownership or ability to secure sufficient space for testing and parking of vehicles.
5) Possess or demonstrate capacity in instrumentation for emission testing for vehicles.
The following should be attached to the Expressions of Interest
i. Copy of certificate of incorporation
ii. Copy of KRA Pin Certificate.
iii. Copy of valid business permit.
iv. Copies of calibration certificates for the testing equipment
v. Copies of CV of the technical staff accompanied by certified copies of testimonials and
academic certificates
vi. Evidence of land ownership
vii. Evidence of compliance with all applicable statutory requirements.
