- The Ministry of Education received grant from the Global Partnership for Education (GPE) to support development of the Primary Education Sub-Sector in Kenya and intends to apply part of the proceeds toward payments under the contract for Consultancy for carrying out an end of project evaluation-Kenya Primary Education Development (GPE Priede and Additional Financing); and GPE Covid-19 Learning Continuity in Basic Education (LCBE) Projects.
- The objective of the consultancy is to assess the projects’ performance and achievements vis-a-vis the project’s overall objectives and to conduct impact assessment on the various sub-national level beneficiaries. This assessment will also include an analysis of the capacity of the management structures of the implementing agency(ies) and County Project Implementation Committees to implement the project activities as well as the monitoring and evaluation system.

- The Ministry of Education now invites eligible consultants (“individual Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (1) The consultant shall be a holder of a Master’s degree in Project Management and Evaluation or its Equivalent with at least Ten (10) years’ cumulative experience in carrying out Regional or National level project evaluations in education/ social sector. Holder of Doctor of Philosophy (PhD) will be an added advantage. (2) Must be able to demonstrate high level of computer literacy (3) Must have at least five years of continuous professional experience in the preparation of reviews and evaluations processes; (4) The Consultant should provide details (documentary evidence e.g., contract award and reference letter from the clients, stating scope of services and deliverables) of all such projects for the last 5 years or more during which they were completed.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in November 2017, updated in August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: a firm shall be considered to have conflict of interest if the firm was directly involved in preparation of the procurement document or contract specification.
- The Consultant will be selected in accordance with the competitive individual consultant Selection (IC) method set out in the Procurement Regulations.
