CALL FOR OFFERS

CONSULTANCY ON INSTALLATION AND OPERATIONALIZATION OF PROCURED RADIO
EQUIPMENT FOR THE IMMIGRATION AND BORDER AGENCY IN SOMALILAND

The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH is implementing technical cooperation measures on behalf of the Government of the Federal Republic of Germany.

The Better Migration Management II (BMM II) programme aims to improve the human-rights based management of safe, orderly and regular migration and to support national authorities in addressing trafficking of human beings and smuggling of migrants within and from the Horn of Africa. The project is co-funded by the German Government and the European Union from October 2019 to September 2022.

To facilitate the exchange of information and improve the assistance to and referral of vulnerable migrants in Somalia, BMM II is working with the Somaliland Immigration and Border Agency to establish radio communications infrastructure at its operational bases and its headquarter in Hargeisa.

GIZ has procured handheld radios (for short range communication) and HF radios (for long range communication). The programme is looking for a competent consultancy to install and operationalize the already procured radio equipment in Berbera, Wajaale and Hargeisa in the second half of 2021. The supplier will also train radio operators in use, maintenance and troubleshooting of the equipment and provide ongoing online support.

Interested bidder must have:

  • Technical Qualification or Degree in Radio Technology
  • Experience building radio networking capability and setting up radio communications infrastructure and equipment, especially working with Tetra radios and DMO repeater mode, (min 2 projects)
  • Experience working in Somalia
  • Experience delivering radio operator and radio maintenance/trouble shooting training

Interested bidders must provide verifiable proof of qualifications and experience in similar/related services. References for two similar projects implemented by the supplier are required. The tenderer is also requested to provide a summary assessment of the team proposed and must specify their positions, tasks and qualifications for each expert. More details are provided in the Terms of Reference.
