1. This Request for Expression of Interest follows the General Procurement Notice for the project that appeared in Development Business; issue No.
P1214050 of 20th June, 2023.
2. The Government of Kenya has received a Credit from World Bank (the Bank) towards the cost of the Second Kenya Urban Support Program (KUSP
2) and intends to apply part of the proceeds of this Credit to payments under this contract: Consultancy Services for a Private Sector Engagement
Specialist Consultant (Individual Consultant)- KE-MOTI-396557-CS-INDV
3. The primary objective of the consultancy is to offer support and advice to the Head of Result Area 4 on activities to improve private sector engagement.
4. The tasks to be carried out under the assignment includes but not limited to:
The Consultant is expected to undertake the following tasks:
a) Provide technical guidance on private sector engagement and support for NCPT project implementation
b) Assist municipal boards in understanding the local economy and enhancing competitiveness and sustainability
c) Advise local governments on increasing private sector participation in economic growth and service delivery
d) Create guidelines for local governments to improve private sector engagement and business data development
e) Institutionalize private sector engagement framework and adoption of improved business data collection framework
f) Document private sector service delivery models and best practices and facilitate peer learning among municipalities
g) Develop guidelines for municipalities to undertake local economic diagnosis necessary to inform municipal development agenda
h) Enhance private sector participation in planning and prioritizing infrastructure investments
i) Develop a framework for public-private partnerships (PPP) for key sectors and offer technical advisory in determining the bankability of these
PPPsProvide technical support to municipalities during the review and monitoring of the implementation of Integrated Development Plans (IDePs)
j) Coordinate and facilitate private sector forums to advocate for the urban agenda and participate in national Public-Private Dialogues platforms (Kenya
Private Sector Alliance/Council of Governors) to promote urban agenda/municipal service delivery, and undertake consultation with relevant institutions
including, KNBS, COG, KEPSA, Ministry of Trade, Industry and Investments (MITI) to provide advisory note on enhancing uniformity of data
collected at county/municipal level by participating counties.
k) Support review of the urban planning regulatory framework to identify obstacles to private sector growth
l) Deliver training and capacity-building activities to NPCT and counties/municipalities staff
m) Facilitate reporting of this result area to the overall program implementation progress and perform any other program tasks assigned by the Program
Coordinator. This may include assisting in the preparation of procurement documents for the activities to be contracted under the component /result
area.
n) Prepare an Annual Work Plan to execute the above-named tasks.
o) Prepare an Annual Progress Report showing the milestones achieved.

6. The Consultant shall possess the following minimum qualifications and experience:
The Consultant should have the following minimum qualifications and experience:
a. At least a Master’s Degree in Business Science/Business Development, Economics, Finance or other relevant to the assignment from a university
recognized in Kenya.
(a) Registered with the relevant body of the profession recognized in Kenya
a. General experience: He/she Should have:
1) Technical competence and professional skills for timely implementation, coordination and management of activities.
2) Demonstrated ability to develop private sector-public sector arrangement/platform that can facilitate innovative forms of partnerships in service
provision as well as investments.
3) Proven ability to effectively coordinate teams and activities involving multiple disciplines and organizational units, as well as to maintain high service
standards under pressure, and meet deadlines.
4) Excellent knowledge and full English fluency, including report-writing skills.
a. Specific experience: The consultant should demonstrate having undertaken at least 2 similar assignments, with at least two (2) similar assignments,
with at least one (1) assignment in the last five years.
7. The Consulting Services contract is expected to be for a period of Two (2) calendar Years from the date of commencement.
8. The Ministry of Lands, Public Works, Housing and Urban Development, State Department for Housing and Urban Development (the Client), through the
Second Kenya Urban Program (KUSP2) now invites eligible Individual Consultants to express their interest in providing the services. Interested individuals
