CONSULTANCY SERVICES FOR AN INDIVIDUAL URBAN PLANNING CONSULTANT TO ASSIST COG

MINISTRY OF LANDS, PUBLIC WORKS, HOUSING AND URBAN DEVELOPMENT TENDER NOVEMBER 2022 

REQUEST FOR EXPRESSION OF INTEREST 
(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) 

1. This Request for Expression of Interest follows the General Procurement Notice for this project
that appeared in Development Business; issue No. 1686 of 1st January 2021.
2. The Government of Kenya has received a Credit from International Development Agency (IDA)
towards the cost of the Second Kenya Informal Settlements Improvement Project (KISIP2) and
intends to apply part of the proceeds of this Credit to payments under this contract: Consultancy
Services for Individual Urban Planning Consultant to assist COG: Contract No: KE-MOTI-223919-
ICS-INDV.
3. The overall objective of this consultancy is to offer technical support on urban development,
physical and land use planning to the Council of Governors Secretariat in coordinating participating
Counties during the implementation of the Project.
4. The tasks to be carried out under the assignment includes but not limited to:
i. Support the preparation, approval and implementation of physical and land use
development plans by participating Counties;
ii. Monitor and maintain an inventory of Physical and land use development plans
prepared by Counties during the project implementation period;
iii. Monitor county physical and land use planning processes and ensure these are compliant
with the Physical and Land Use Planning Act;
iv. Support County Governments in the preparation of timely annual work plans for onward
submission to the National Project Coordination Team (NPCT) and the World Bank;
v. Assist the Project Social safeguards team to ensure that Counties implement social
safeguards activities;
vi. Overall Coordination of the program at the Council of Governors level
vii. Any other duty as may be assigned from time to time.
5. The consultant shall possess the following qualifications:
i. Master’s Degree in Urban Planning, Development Studies, or any other relevant field.
Experience in Project Management will be an added advantage.
ii. Basic degree in Urban and Regional Planning or its equivalent
iii. Membership with a relevant professional body and in good standing
iv. At least 10 years working experience in implementation of projects and programs in the
urban sector. Experience in working in donor-funded projects will be an added advantage.
v. Knowledge of the devolved urban sector.
vi. Advanced leadership and project management skills.
vii. Advanced planning, assessment and analytical skills.
6. The Consultancy Service Contract is expected to be for a period of Twelve (12) months from the
date of commencement with a probation period of three (3) months, subject to renewal for a
further 12 months upon satisfactory performance.
7. The Ministry of Lands, Public Works, Housing & Urban Development through the Second Kenya
Informal Settlement Improvement Project (KISIP2) now invites individuals to express their interest
in providing the services. Interested individuals must provide information indicating that they
are qualified to perform the services (attach CV, Academic and Professional Qualifications).
8. The Individual Consultant will be selected in accordance with the procedures set out in the World
Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (Regulations).
Interested individuals may obtain further information at the address below from 0900 to 1700
hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
Expression of interest shall be delivered by 6th December 2022 at 1100 hrs. – using one of the following
modalities:
(i) Deposit in the tender box located on 6th Floor, Ardhi House in Nairobi, or
(ii) Send by email to: kisip2.procurement@housingandurban.go.ke and quote the Assignment
title in the subject row. For expressions of interest that will be deposited at the tender box, the
packages should be clearly marked Consultancy Services for Individual Urban Planning
