1. This Request for Expression of Interest follows the General Procurement Notice for the project that appeared in Development
Business; issue No. P1214050 of 20th June, 2023.
2. The Government of Kenya has received a Credit from World Bank (the Bank) towards the cost of the Second Kenya
Urban Support Program (KUSP 2) and intends to apply part of the proceeds of this Credit to payments under this
contract: Consultancy Services for an Urban Infrastructure and Climate Resilience Specialist Consultant (Individual
Consultant)- KE-MOTI-396556-CS-INDV
3. The primary objective of the consultancy is to offer support and advice on all activities pertaining to Result Area 2
(RA2).
4. The tasks to be carried out under the assignment includes but not limited to:
The Consultant is expected to undertake the following tasks:
1. Prepare a technical paper, defining the processes of projects identification, feasibility, design, documentation,
procurement processes in relation to urban infrastructure and services provision and submit the paper for
review by the NPCT leadership.
2. Keep the paper under general review in the light of emerging challenges and experience, submitting an update
annually, to KUSP’s annual retreat.
3. Advise and ensure that all projects feasibility, design, documentation, and procurement requirements are adhered
to at (a) the National Government level and (b) County Governments level (Municipality).
4. In partnership with the urban management specialist, carry out an assessment of the needs of the participating
municipalities in regard to projects feasibility, identification, design, documentation and related procurement
processes, with particular regard to the UDG investment menu.
5. Assist municipalities in mainstreaming climate resilience into infrastructure prioritization, design and implementation.
6. Advise on all matters in the KUSP2 procurement plans in relation to urban infrastructure.
7. Participate in and monitor the Annual Performance Assessment (APA) as it applies to KUSP2 urban infrastructure
performance and submit opinions to NPCT.
8. Provide technical assistance to any municipal in need, subject to NPCT approval.
9. Offer initiatives on capacity-building in projects feasibility, identification, design, documentation and related
procurement, as well as climate resilient infrastructure, to both UDD and KUSP2’s municipal partners.
10. Perform any other duties as reasonably requested by the Programme Co-ordinator, through the Head of Result
Area 3, Inclusive and resilient urban infrastructure & services.

6. The Consultant shall possess the following minimum qualifications and experience:
The Consultant should have the following minimum qualifications and experience:
a. At least a Master’s Degree Engineering related to urban infrastructure.
(a) Registered with the Engineers Board of Kenya
(b) General experience: He/she Should have at least 15 years of demonstrable experience relevant to the assignment
including application of Kenya urban infrastructure design manuals, codes and guidelines
(c) Specific experience: The consultant should demonstrate having worked on two (2) similar assignments as an
advisor on urban infrastructure with knowledge in environment, resilience & climate change and Kenya Urban
infrastructure institutional set up, and at least one (1) assignment in the last five years.
7. The Consulting Services contract is expected to be for a period of Two (2) calendar Years from the date of commencement.
8. The Ministry of Lands, Public Works, Housing and Urban Development, State Department for Housing and Urban
Development (the Client), through the Second Kenya Urban Program (KUSP2) now invites eligible Individual Consultants
to express their interest in providing the services. Interested individuals must provide information indicating
that they are qualified to perform the services (attach curriculum vitae (CV), copies of Academic and Professional
Qualifications and registration/licensing certificates).
9. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s
“Procurement Regulations for IPF Borrowers” July 2016 and Revised November 2020 (“Procurement Regulations”),
setting forth the World Bank’s policy on conflict of interest.
10. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants Method set out
in the Procurement Regulations.
