The Government of Kenya has received financing from the World Bank towards the cost of the Kenya Youth Employment
and Opportunities Project and intends to apply part of the proceeds for Procurement of Consulting Services. The
project targets unemployed young men and women of 18-29 years with no more than a secondary education who
are unemployed or working in vulnerable jobs. The project is implemented in a component approach which includes
1) improving employability 2) support for job creation, 3) improving labor market information and, 4) strengthening
youth policy development and project management.
The KYEOP is jointly implemented by the Ministry of Youth Affairs, Sports, and the Arts, Micro and Small Enterprise
Authority (MSEA), National Industrial Training Authority (NITA) and the Ministry of Labor and Social Protection (MLSP).
The consulting services (“the Services”) include Conducting Tracer Studies for the first two components covering the
period June, 2020 to December, 2023. The first component, which is concerned with improving employability, is
implemented jointed by Ministry of Youth Affairs, Sports, and the Arts and NITA. The component provides targeted
youth with training and work experience in the private sector or with master craftsmen with the goal of improving
youth employment outcomes. The second component, which encompasses support for employment creation, is implemented
jointly by MSEA and Ministry of Youth Affairs, Sports, and the Arts. To assess the effectiveness of the KYEOP
interventions, it will be important to trace the graduates to measure the Project’s outcomes in terms of employment,
earnings, skill enhancement, usefulness of skills they acquired, challenges facing graduates and the outcome of all
trainings provided by KYEOP. The Tracer studies will also cover beneficiary youth who did not graduate and dropped
out to better understand reasons for non-completion of the program.
Ministry of Youth Affairs, Sports, and the Arts now invites eligible Consulting Firms (“Consultants”) to indicate their
interest in providing the Services. Interested Consultants should provide information demonstrating that they have the
required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
1) Minimum of five years’ relevant experiences and technical capacity in implementation of tracer
studies (2017 to present).
2) At least two assignments of similar nature in the past five years (2017 to present), one of which
should be in education or employment.
3) Experience in conducting beneficiary assessments (provide supporting statements from previous
experiences).
4) Demonstration of capacity to analyze data rigorously and present the results to a non-technical
audience
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and
Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011
Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition,
please refer to the following specific information on conflict of interest related to this assignment: 1.9 (b) of
Consultant Guidelines.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the
association is in the form of a joint venture and/ or sub consultancy. In the case of joint venture, all the partners
of the joint venture shall be jointly and severally liable for the entire contract if selected. However, the experience
of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the
Quality and Cost Based Selection method set out in the applicable World Bank Consultant Guidelines: Selection and
Employment of Consultants.

p.m.). Complete REOI document (paginated and stamped/signed on each page) and enclosed in plain sealed envelope
marked with the tender reference number and addressed to the Principal Secretary, State Department of Youth
Affairs P. O. Box 30050 – 00100, Nairobi, Kenya should be deposited in the Tender Box at Bruce House 3rd Floor to be
received on or before Tuesday 24th January 2023, at 10.00 hours.
The REOIs will be opened immediately thereafter in the presence of the candidates or their representatives at the
KYEOP Boardroom, Bruce House, 3rd Floor Standard Street Nairobi.
