CONSULTANCY SERVICES FOR DEVELOPMENT OF DESIGNS,MASTERPLANS, TENDER DOCUMENTS AND SUPERVISION OFCONSTRUCTION WORKS OF ADDITIONAL DEPARTMENTAL BLOCKS IN ELEVEN (11) TECHNICAL VOCATIONAL COLLEGES,CONSTRUCTION OF TWIN HOSTELS IN EIGHT (8) TECHNICAL VOCATIONAL COLLEGES AND A PUBLISHING AND PRINTING COMPLEX FOR CURRICULUM AND TRAINING MATERIALS

The Ministry of Education – State Department of Vocational and Technical Training has received financing from the African Development Bank toward the cost of the Support to Technical and Vocational Education and Training and Entrepreneurship (TVETE) Project (TVET phase III project), and intends to apply part of the agreed amount of this loan to payments under the contract for a consulting firms to develop designs, master plans, tender documents and supervision of construction works of additional departmental blocks in elev­en (11) Technical Vocational Colleges, construction of twin hostels in eight (8) Technical Vocational Colleges and a publishing and printing complex for curriculum and training materials under the African Development Bank projects.

The services included under this project are:

1. a)Updating existing master plans and preparation of design drawings for the construction of eleven workshop blocks in eleven TVET institutions taking into account the trainee population, gender and disability to be catered for by the facilities
2. b)Preparation of master plans and design drawings for the construction of twin hostels in eight (8) TVET institutions taking into account the trainee population, gender and disability to be catered for by the facilities
3. c)Preparation of master plans and design drawings for the construction works of a printing and publish­ing complex for curriculum and training materials.
4. d)Preparation of tender documents for procurement of contractor(s) for construction works in the 20 sites
5. e)Assisting the client in the evaluation of tenders for the selection of suitable contractors to carry out the construction works in the 20 sites.
6. f)Supervision of the construction works in the 20 sites within specified time frames, including prepara­tion of periodic Environmental and safety reports for each of the 20 sites. The consultant shall carry out day to day supervision of construction and measurement of works done by a fully engaged Clerk of Works (CoWs) under an acceptable framework in tandem with building and Civil construction practices
7. g)Undertake Valuation/measurement of work done by the contractors and preparation of interim pay­ment certificates, appraisals, final accounts, practical completion certificates, final completion certifi­cates, maintenance manuals and ‘as-built’ drawings.
8. h)Advising the employer on the changes in scope and programme of works.

The Ministry of Education, State Department for Vocational and Technical Training now invites eligible consul­tants to express their interest in providing the above constancy service.

Interested consulting firms must provide brief indication that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)for the assignment of, “Consultancy Services for Development of Designs, Master plans, Tender Documents and Supervision of Construction Works of Additional Departmental Blocks in Eleven (11) Technical Vocational Colleges, Construction of Twin Hostels in Eight (8) Technical Vocational Colleges and a Publishing and Printing Complex at Nairobi Technical Training Institute”. Consulting firms may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “PPAD Act 2015″.
