RE-ADVERTISEMENT OF REQUEST FOR EXPRESSION OF INTEREST(CONSULTING SERVICES FIRM SELECTION)

The Government of Kenya has received financing from the World Bank toward the cost of the East Africa Skills for Transformation and Regional Integration Project (EASTRIP) to increase access and improve the quality of TVET Programs in selected regional flagship TVET institutes (RFTI) and to support regional inte­gration in Eastern Africa region and intends to apply part of the proceeds for consulting services.

The services included under this consultancy are:

  1.             Rebranding of TVET through EASTRIP;
  2.             Championing skills development;

iii.            Creating awareness to the youth;

  1.             Ensuring the attitude of Kenyan youth is positively changed towards embracing blue collar jobs;
  2.             Create a marketing and communications campaign that will build an online community advocating for blue collar jobs and encourage active participation by the industry and private sector.
  3.             Press release and interviews

vii.            Showcase success stories of youth in TVET via newspaper articles and education newsletters, magazines, Social Media, TV and Radio stations accessed by Youth.

viii.            Advertise the 5 RFTIs in EASTRIP and sensitize the public on each discipline i.e. Building Construction Engineering, Textile & Marine technology, Building Infrastructure & Energy.

The Ministry of Education – State Department of Vocational and Technical Training now invites eligible con­sulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. To be shortlisted, The Consultants must meet the following requirements:

  1. a)The core business as a consulting firm with at least 5 years relevant experience in the field of Commu­nication, Public Relations and Digital Marketing.
  2. b)Demonstrate experience of having been involved in successful execution of at least two (2) similar advocacy and digital marketing/campaign assignments both in scope and complexity in the last 5 years. Details of the assignment- name and contact address of the client, scope, value and period shall be provided
  3. c)Demonstrate availability of knowledge and appropriate skills among key consultant staff. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide cv of staff.)

Key Experts will not be evaluated at shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017) (“Procure­ment Regulations”), setting forth the World Bank’s policy on conflict of interest.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Procurement regulations for IPF borrowers, Procurement in Investment project financing for Goods, Works, Non-Consulting and Consulting Services” July 2016 (Revised November, 2017), which is available on the Bank’s website at http://www.worldbank.org/procurement.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly wheth­er the association is in the form of a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
