The Government of Kenya has received financing from World Bank (WB) and currently implementing De-risking, Inclusion and
Value Enhancement of Pastoral Economies Project (DRIVE), and intends to apply part of the proceeds toward payments for
Consultancy services for feasibility study on pasture and fodder value chain in ASAL counties in Kenya.
Objectives and deliverables
The Government of Kenya is seeking for qualified and experienced consultantancy Firm to work with the DRIVE Project team to
undertake pasture and fodder production value chain study to identify opportunities and constraints for a market/ private sector
led pasture and fodder production and marketing in the 21 DRIVE counties of Turkana, Marsabit, Isiolo, Laikipia Mandera, Wajir,
Garissa, Tana River, Taita Taveta, Kilifi, Kwale, Lamu, Meru (Meru North sub county), Tharaka Nithi, Samburu, Baringo, West Pokot,
Narok, Kajiado, Makueni and Kitui.
Scope
For the aforementioned counties, the consultant is required to;
1. Carry out a quick scan of ruminant livestock (cattle, goats, sheep, and camel) farming systems, feeding practices, feed supply
and feed security (quantity and quality), and feed information access, with a focus on pastures and fodder crops
2. Determine predominant pasture and forage types
3. Carry out an inventory of feeds and forages (fresh or conserved) traded and used by small- and large-scale meat production
systems to supplement and complement feed rations.
4. Conduct a stakeholder analysis in the pasture and fodder value chain for ruminant livestock
5. Develop an inventory of the main pasture and fodder producers (individual farmers, institutions, groups, cooperatives, companies).
6. Identify main factors that hinder efficiency, profitability and upscaling of pasture and fodder production and marketing business.
7. Analyze how the market for forages (fresh or conserved) is organized, the current market outlets and price mechanisms in
place
8. Indicate the current pasture and fodder production demands and deficits (gaps)
9. Provide details of interventions that can enhance pasture and fodder production.
10. Based on existing data on climate change and trends for Kenya, discuss the risks for the pasture and fodder supply chain and
the expected impact.
11. Building on the formulated cases, identify key business opportunities for potential investors in pasture and fodder farming
guided by sensitivity analysis for main pasture and fodder resources by county
The Ministry through (DRIVE) Project now invites eligible consultants to indicate their interest in providing the Services. Interested
consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform
the Services. The short-listing criteria for the consulting firm are:
I. Mandatory documents (Detailed Company Profile, Copies of Certificate of incorporation/ Registration and Tax Compliance
Certificate)
II. Minimum Seven (7) years of experience in Kenya or Horn of Africa on studies in livestock sector (in ASAL areas), farm and
forage management, pasture and fodder studies, and forage demos
III. Documented experience in at least three (3) in private sector engagement in the forage value chain and marketing systems.
IV. Having conducted at least three (3) similar studies in Kenya or Horn of Africa region in the last 7 years (Completed or
ongoing).
V. Documented experience/ extensive understanding of the animal feed industry in Kenya or Horn of Africa in the last seven
(7) years
VI. At least three (3) evidence on participation in the National Feed and Nutrition Security System either in Kenya or Horn of Africa
(National feed balance assessment modelling tools, national feed strategic programming and feed investment planning)
VII. At least two (2) assignments on climate-smart agriculture, sustainable livestock production systems, and relevant policies
and initiatives for climate funding in the last seven (7) years in Kenya or Horn of Africa.
Experts will not be evaluated at the shortlisting stage.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is
in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be
jointly and severally liable for the entire contract, if selected.
The attention of interested Consultants is drawn to paragraphs 1.9 of the World Bank’s Guidelines: Selection and Employment of
Consultants (under IBRD Loans and IDA Credits & Grants) by the World Bank Borrowers (of January 2011 and revised in July 2014
(‘’ Consultant Guidelines’’), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the World Bank’s
Guidelines: Selection and Employment of Consultants.
