1. This Request for Expression of Interest follows the General Procurement Notice for this project that appeared
in Development Business; issue No. 1686 of 1st January 2021.
2. The Government of Kenya has received a Credit from International Development Agency (IDA) towards the
cost of the Second Kenya Informal Settlements Improvement Project (KISIP 2) and intends to apply part of
the proceeds of this Credit to payments under this contract: Consultancy Services for Individual Environmental
Safeguards Consultant: Contract No. KE-MOTI-214061-CS-INDV.
3. The overall objective of this consultancy is to offer technical support to National and County Project Coordinating
Teams in the identification, and management of environmental safeguard issues, and ensure the
integration of environmental considerations in all project activities in compliance with World Bank Safeguard
Policies and Government of Kenya Policies.
4. The tasks to be carried out under the assignment includes but not limited to:
a) General Technical Support to Project PCTs: Providing expert advice to the project with regard
to the preparation of Environmental and Social Impacts Assessments, and implementation of the
resultant Environmental and Social Management Plans (ESMPs) to meet safeguard compliance
requirements of the World Bank and Government of Kenya.
b) Assisting in the review of Environment safeguard instruments and related reports: Assist
the NPCT to review ESIA reports prepared by consultants, and works Contractors’ Environmental
and Social Management Plans, to ensure compliance to quality standards, and approval by both
the World Bank and NEMA.
c) Support ESIAs Implementation: Ensure that effective implementation, monitoring and supervision
tools are developed and implemented for ESIAs. Assist the project in ensuring that all the
projects are compliant with the World Bank Environmental and Social Safeguards Policies.
d) Monitoring and Reporting: Undertake regular monitoring of projects to assess status of implementation
of ESMPs and compliance, identify gaps in implementation and advise and oversee
implementation of remedial measures.
5. The consultant shall possess the following qualifications:
a) Post graduate qualifications in an environment- and natural resource-related field from a recognized
university with a professional training certificate in environmental impact assessment (EIA).
b) Must be registered by NEMA with a valid practicing License as an Environmental Impact Assessment/
Audit Lead or Associate Expert.
c) A minimum of Ten (10) years of full-time relevant experience in conducting environmental and
social impact assessments and audits for projects; Five (5) of which should be working with donor
funded projects and/or government agencies with similar projects.
d) Strong knowledge and experience with World Bank Environmental and social safeguards, or of
any other development finance institution as well as with the Government of Kenya policy, legal
and institutional frameworks governing environment and social safeguards highly desirable;
e) Experience with World Bank- financed projects will be an added advantage.
In addition, he or she should possess:
a) Understanding and experience in conceptualizing, designing and implementing operational assistance,
including policy and project development and;
b) Thorough knowledge of environmental laws in Kenya.
c) Experience with public sector will be an added advantage
6. The Consultancy Service Contract is expected to be for a period of Twelve (12) months from the date of
commencement with a probation period of three (3) months, subject to renewal for a further 12 months
upon satisfactory performance.
7. The Ministry of Lands, Public Works, Housing, Urban Development through the Second Kenya Informal
Settlement Improvement Project (KISIP2) now invites individuals to express their interest in providing the
services. Interested individuals must provide information indicating that they are qualified to perform the
services (attach CV, Academic and Professional Qualifications).
8. The Individual Consultant will be selected in accordance with the procedures set out in the World Bank’s
Procurement Regulations for IPF Borrowers dated November 2020 (Regulations) Interested individuals may
obtain further information at the address below from 0900 to 1700 hours from Monday to Friday excluding
lunch hour (1300 to 1400Hrs) and public holidays.
Expression of interest shall be delivered by 6th December 2022 at 1100 hrs. – using one of the following
modalities:
(i) Deposit in the tender box located on 6th Floor, Ardhi House in Nairobi, or
(ii) Send by email to: kisip2.procurement@housingandurban.go.ke and quote the Assignment title in the
subject row. For expressions of interest that will be deposited at the tender box, the packages should be
