ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR INITIAL ASSESSMENT OF SUITABILITY AND DESIGN OF PERFORMANCE-BASED CONTRACTS (PBCs) FOR NON-REVENUE WATER (NRW) REDUCTION FOR A CLUSTER OF SIX (6) WATER SERVICE PROVIDERS (WSPs)

The Government of the Republic of Kenya has received financing from the World Bank towards the cost of Water and Sanitation Development Project (WSDP), and it intends to apply part of the proceeds for consulting services.

The Consulting services (“the Services”) is to carry out an initial assessment of six (6) Water Service Providers (WSPs) to establish suitability for a Performance-Based Contract (PBC) model to address Non-Revenue Water (NRW) and develop an indicative PBC for an NRW project.

The six (6) Water Service Providers are located in Nyeri, Nanyuki, Nakuru Rural, Eldoret, Kakamega and Naivasha and are geographically spread among five counties.

The consultancy services will be carried out over a period of Sixteen (16) calendar months.

The Water Services Regulatory Board (WASREB) now invites eligible consulting firms (“Consultants”) to submit their proposal in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications, competencies and relevant experience to perform the outlined services.

The short-listing criteria are:

  1. Core business as a consulting firm with at least 10 years relevant experience in the field of water supply infrastructure and systems, feasibility studies, designs, works supervisions and direct experience in non-revenue water management techniques.
  2. Appropriate institutional, managerial and technical competence.
  3. Demonstration of availability of knowledge and appropriate skills among key consultant staff.
  4. Demonstration of having been involved in successful execution of at least two (2) similar assignments both in scope and complexity in similar operating environment in the last five (5) years, with at least one (1) initiative in the last three (3) years. Details of the assignment – name and contact address of the client, scope, value, and period shall be provided.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers (‘Consultant Guidelines”) of January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
