CONSULTANCY SERVICES TO DETERMINE THE EXTENT TO WHICH PILLARS OF
ADMINISTRATION ARE APPLIED IN COUNTY GOVERNMENT OF TANA RIVER
(OPEN)

1.0 GENERAL INFORMATION
1. The successful applicants must have in depth understanding of pillars of administration and
how the pillars can be applied in management of county resources, governance and service
delivery.
2. Proven technical capabilities and track record in developing administrative policies including
pillars of administration or similar policies in public service.
2.0 OBJECTIVES
To assess the extent to which pillars of administration are applied in Tana River County to enhance
organizational effectiveness, accountability, transparency, foster good governance practices,
promote growth and innovation, promote service delivery and ensure sustainable performance.
3.0 SCOPE OF WORK
1. Review existing literature, reports, and studies related to public administration in Kenya, with a
focus on the Six Pillars framework.
2. Collect primary and secondary data through surveys, interviews, and document analysis to
assess the extent to which the six pillar are applied in public administration of the County
3. Engage with relevant County Government Departments and agencies, civil society
organizations, and other stakeholders to gather insights and perspectives on the pillars of
administration
4. Assess the extent to which administration pillars contribute to achievement of County
Departmental goals and delivery of public services efficiently
5. Identify strengths and weaknesses in County Government management practices
6. Identify and address challenges faced in applying administration pillars within County
Government settings
7. Identify successful strategies and approaches that can be replicated across different
departments to enhance overall performance.
8. Assess the extent to which administration pillars contribute to promoting accountability and
transparency in departmental operations.
9. Compare the County’s public administration practices with international best practices and
provide recommendations for improvement.
10. Provide recommendations that can inform policy development and decision-making processes
within County Departments
11. Prepare a comprehensive report that includes findings, analysis, recommendations, and a
roadmap for strengthening practical application of administration pillars.

4.0 DURATION: 60 Days
5.0 EVALUATION CRITERIA
Interested consultants MUST provide information and documentations indicating that they are
qualified to successfully undertake the assignment. Shortlisting of consulting firms will be based on
the following:

2. Certificate of incorporation (and any certificate of change of name), certified by an authorized
representative of the bidder or (as the case may be) the consortium member;
3. KRA Tax Compliance Certificate
4. CR12
5. Single Business Permit
6. Membership Certificate to a Professional body
7. CV of Lead Consultant
8. Academic Certificate of 2 consultants who will be involved in the assignment
