CONSULTANCY SERVICES TO DEVELOP A NATIONAL TECHNICAL & VOCATIONAL EDUCATION & TRAIN­ING (TVET) OPEN DISTANCE & E-LEARNING (ODeL) LEARNING MANAGEMENT SYSTEM (LMS) AT KENYA TECHNICAL TRAINERS COLLEGE (KTTC)

The Ministry of Education, State Department of Vocational and Technical Training has received financing from the African Development Bank toward the cost of the Support to Technical and Vocational Education and Training (TVET) for relevant skills development project (TVET phase II project), and intends to apply part of the agreed amount of this loan to payments under the contract for a consulting firms to develop a national TVET ODeL learning management system (LMS) at Kenya Technical Trainers College (KTTC) under the project.

The services included under this project are:

  1. a)To Conduct an assessment of the existing National TVET ODeL LMS at KTTC
  2. b)To Map out hardware, software and HR requirements of the National TVET ODeL LMS
  3. c)To provide detailed requirements for hardware and software to upgrade the National TVET ODeL LMS
  4. d)To Capacity build staff on use and maintenance of the National TVET ODeL LMS
  5. e)To Test and Commission the National TVET ODeL LMS
  6. f)To Develop user and maintenance manuals for the upgraded National TVET ODeL LMS
  7. g)To Provide for 24 months of after sales service for the National TVET ODeL LMS

The Ministry of Education, State Department for Vocational and Technical Training now invites eligible consultants to express their interest in providing the above consultancy service.

Interested consulting firms must provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Consulting firms may associate with other consultants/firms to enhance their qualifications, but should clearly indicate whether the association is in form of a joint venture and or a sub­consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The shortlisting requirements/ criteria are;

  1. a)Eligibility and legal documents (Certificate of incorporation/registration, valid trading license, tax compliance clearance certificates/documents and powers of attorney for the firm; In the case of joint venture, the power of attorney must be authorized by the parties to the JV.
  2. b)Demonstrated ability of having been involved in successful execution, completion of at least 3 relevant as­signments in the past 10 years in Sub-Saharan Africa. Details of the assignment, name and address of the client, scope, value and period should be provided. The EOI should include samples of written outputs from previous assignments.
  3. c)Core business as a consulting firm with relevant experience in development and maintenance of learning management systems (LMSs) for Tertiary and Higher education and training sectors and experience in con­ducting stakeholder/public participation process.
  4. d)Technical capability including equipment and personnel to undertake this assignment should be demonstrat­ed in the company profiles (mention the areas of expertise).
  5. e)Having at least five (5) years’ experience in provision of capacity building of trainers/teachers for education and training sectors
  6. f)Relevant development and maintenance of LMS experience of at least 3 assignments in the past 10 years. Relevance is development of LMS for TVET and tertiary education in engineering and technology fields.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”-August 2015, which is avail­able on the Bank’s website at http://www.afdb.org.

A consultant will be selected in accordance with the Quality Cost Based selection method set out in the procurement guidelines/regulations
