ASSIGNMENT TITLE: CONSULTANCY TO UNDERTAKE AN INVENTORY OF EXISTING RURAL WATER SUPPLY SYSTEMS, O&M INSTITUTIONAL CAPACITY AND COMMUNITY WATER VULNERABILITY AND NEEDS ASSESSMENTS IN FIVE ASAL COUNTIES OF KENYA (TURKANA, MARSABIT, MANDERA, WAJIR AND GARISSA)

The Government of the Republic of Kenya has received financing from the World Bank towards the cost of Water and Sanitation Development Project (WSDP), and it intends to apply part of the proceeds to payments for consulting services to undertake an inventory of rural water supply systems in five ASAL counties.

  1. The Project comprises four components; –
  2. a)Expansion of water supply and sanitation services in the coastal region, – Mombasa, Kwale, Kilifi and Taita Taveta Counties
  3. b)Expansion of water supply and sanitation services in Wajir and Garissa Counties
  4. c)National performance-based financing (PBF) that includes support for water and sanitation infrastructure investments, and technical assistance for performance-based financing.
  5. d)Project management to finance the management activities associated with project implementation.
  6. The main objective of this consultancy is to assess the location, conditions, operational status, the O&M capacity and the administrative arrangements at each rural Water Supply Scheme (WSS) and strategic drought-contingency boreholes in five ASAL counties of Turkana, Marsabit, Mandera, Wajir, and Garissa. It will also establish the extent of rehabilitation requirements, preliminary cost estimates for prioritized WSSs rehabilitation and to strengthen the strategic drought-contingency boreholes network as well as make recommendations to streamline their sustainability.
  7. The duration of the assignment is six (6) months.
  8. The Ministry of Water, Sanitation and Irrigation now invites eligible consultants to express their interest (EOI) in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services.
  9. The desired consultant must be in possession of the following qualifications and experience: –
  10. a)Relevance and suitability of the core business area of the applicant firm with the subject assignment; Core business must demonstrate capacity to undertake analysis of institutional models for the design, operation, and maintenance of rural Water Supply Schemes in Kenya or in countries with similar characteristics as Kenya.
  11. b)Firm should have at least five (5) years relevant experience in advising governments and major International Financial Institutions’ financed projects/programs on rural water supply services policies, strategies, plans and implementations. (Relevant completion certificates and/or letters of recommendation from previous assignments to be provided).
  12. c)Firm should have undertaken at least one (1) similar assignment in the last five years both in scope and complexity in similar operating environment. Details of the assignment – Name, Client, scope value and period shall be provided; and
  13. d)The firm’s overall institutional, managerial, and technical competence and capability to undertake the assignment, in terms of number and appropriate mix of its technical experts, financial strength, institutional quality management sys­tem and goodwill in the industry.
  14. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Con­sultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
  15. The firm may associate with other Consultants to enhance their qualifications, but should indicate clearly whether the associa­tion is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  16. Consultant will be selected in accordance with Quality Cost-Based Consultants (QCBS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”)
  17. Interested Consultants may obtain further necessary information at the address below during office hours between 0900 to 1600 hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
  18. The expressions of interest in written form must be delivered in person, or by mail to the address below so as to reach by 21st September, 2021 at 11:00am.
