1. The Government of the Republic of Kenya (GoK) has received financing from the German Development Bank (KfW) and the European
Union Africa Infrastructure Trust Fund (EU-ITF) [BMZ No.s : 2020 83 939 – Loan Funds & 2020 62 065 – Grant funds] towards the
cost of the Upgrading of Kitale-Morpus Road (A1) (±75km). The financing and loan agreements are in place.
2. The upgrading of the Kitale-Morpus Road (A1) section of the Isebania – Kisumu – Kitale – Lodwar – Nadapal/Nakodok Corridor will
improve transport of import/export goods and passenger traffic along the highway by decongesting traffic. The project will also improve
the level of service and reduce travel times, improve road safety and increase accessibility to Kisumu, Lodwar and Nakodok (NB
South Sudan).
3. The services will involve providing independent verification and compliance tracking and will support the implementation of environmental
and social safeguards requirements and -plans for the road rehabilitation project; verifying and tracking whether the
commitments and goals of the Project’s social safeguard instruments are implemented and achieved diligently, namely to avoid and if
avoidance is not possible to minimize and mitigate negative impacts of the project on local communities to acceptable levels; enhancing
smooth implementation of the project information sharing, sensitization/risk awareness (i.e. GBV) and capacity building of project
affected communities, especially vulnerable groups and hereby contribute to overall social sustainability of the project interventions
and actively supporting the safeguarding local communities’ rights and their entitlements.
4. The Kenya National Highways Authority, KeNHA, being an authorized agent of the Government of the Republic of Kenya now invites
eligible consultancy services companies to submit their prequalification applications in order to be considered for the execution of
these Services.
5. Applicants are required to complete the Prequalification Document and demonstrate that they are qualified to perform the services
(financial capabilities, description of similar assignments, experience in similar conditions, availability of appropriate
skills among staff, etc.). To be considered for prequalification, Applicants must demonstrate that they have achieved a minimum
annual construction turnover of KSH 25 million for the last five (5) years. A firm may apply for prequalification both individually, and
as part of a JV to enhance their qualifications.
6. This prequalification for the Witness NGO will be guided by the latest version of the “Guidelines for the Procurement of Consulting
Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries “(refer to homepage of
KfW Development Bank, www.kfw-entwicklungsbank.de).
7. The Executing Agency is under no obligation to shortlist any firm or Joint Venture who submits a prequalification application. Should
the Tender be cancelled, tenderers are not entitled to any compensation, nor will any reasons be given for the cancellation.
8. The Prequalification Document is available free of charge from the KeNHA website www.kenha.co.ke.

9. The Prequalification Application shall be clearly marked with the following:

10. The Tender closing date will be Wednesday, 1st March, 2023 at 1100Hrs East African Time. Tenders will be opened immediately
thereafter in the presence of Tenderers/Representatives who wish to attend at the KeNHA Block C 2nd Floor Boardroom.
11. All interested bidders are required to continually check the Kenya National Highways Authority website: www.kenha.co.ke for any
tender addenda or clarifications that may arise before the submission date.
