EXPRESSION OF INTEREST (EOI)
LVNWWDA/EOI/001/2019-2020: FUNDING, DESIGN AND BUILD OF
KAKAMEGA– BUNGOMA BULK WATER AND SANITATION PROJECT
1. General Background:
Lake Victoria North Water Works Development Agency (LVNWWDA) is a State Corporation established under
the Water Act 2016 section 65(1), as part of the reforms in the Water Sector with the mandate of development
of water and sanitation infrastructure within their respective areas of jurisdiction that include Kakamega,
Bungoma, Busia, Uasin Gishu, Vihiga, Trans-Nzoia and Nandi Counties.
2. Project background
The project covers Kakamega and Bungoma Counties. The Water and Sanitation interventions anchor
on realisation of the Kenya Vision 2030, Big Four Agenda and Sustainable Development Goals No. 6.
3. Project Description:
The project comprises of water and sanitation infrastructure to serve over Two (2) million people
complete with a run-on-the river turbine unit. The project’s interventions is strongly supported by various
Feasibility Studies and the Agency’s Investment Plan
4. Request for Expression of Interest (EOI)
The Agency hereby invites sealed Expression of Interest from Development Consortiums and/or an
Individual firm with adequate capacity to source for funds, carry out Design and Construction of the
Kakamega – Bungoma Bulk Water Supply and Sanitation Project.
5. Specific requested outputs
5.1. Facilitating sourcing of Funds
The following should be taken into account when sourcing for funds;
i. Terms of payment including interest rate, payment period and grant element.
ii. Credit terms to be within the limits acceptable by The National Treasury.
iii. Bidders must familiarize themselves with The National Treasury’s concessionality policy
thresholds, grant element conditions and local content requirements.
The financier is required to facilitate sourcing of adequate funding for the proposed Kakamega-
Bungoma Bulk Water Supply and Sanitation infrastructure.
5.2. Project Design
The design phase be done within a period of one (1) year and includes but not limited to
i. Carry out geotechnical and hydrological study of the proposed works.
ii. Undertake Environmental and Social Impact Assessment (ESIA) and prepare the Re-settlement
Action Plan (RAP) for the project.
iii. Carry out detailed design on water and sanitation component.
iv. Carry out design of the turbine unit and pumping system..
v. Carry out any other necessary studies/works for project viability and sustainability
5.3. Construction Works
The construction phase should be done within a period of three (3) years and the constructed
works must meet best industry standards.
6. Short listing Criteria
Interested Development Consortiums and/or an Individual firm must provide information demonstrating
that they have the required financial capabilities, technical qualifications and relevant experience to
perform the services and works. The short listing criteria are:
i. Well-detailed company profile in English Language and consortiums agreement (were necessary).
ii. Ability to mobilize Kenya Shillings 30 Billion (Approximately 300 Million US Dollars) credit
and grant for the project on acceptable terms. Evidence of having successful facilitated similar
financing of one (1) fully implemented project.
iii. Experience in implementation of at least two (2) Design and Build projects of similar nature and
complexity in the last 15 years in Developing Countries and/or middle income economies. (Letters
of award and completion certificates MUST be attached)
iv. Necessary plant and equipment for the assignments
ONLY shortlisted firms and/or development Consortiums will be invited to submit three (3)
proposals; (i) financing/funding, (ii) technical and, (iii) financial proposals.
Interested Development Consortium and/or individual firm(s) may obtain further information from the
address below, between 0815 hours to 1700 hours from Monday to Friday excluding public holidays.
7. Submission of Expression of Interest
The completed EOI hardcopies in writing: one (1) original and three (3) copies, each clearly marked with Tender Name
and Number, as indicated above, and one (1) soft copy (Read-Only CD) MUST be delivered to the Tender Box at the
address below at or before 1200 hours local time on Friday 17th April, 2020. Late EOI documents shall be rejected. All
documents shall be in English language. EOI documents will be opened physically in the presence of the firms’
representatives who choose to attend in person at LVNWWDA Board Room, Kakamega.
