NOTICE OF EXPRESSION OF INTEREST

IMPLEMENTATION OF COUNTY LEVEL ACTIVITIES

Through its USAID Sauti program, Mercy Corps seeks to recruit local partners to supports its implementation of the “Sauti Yako, Amani Yako” program and engagement at the county level. The target counties are Mombasa, Kwale, Kilifi and Lamu.

Mercy Corps requests Expressions of Interest from reputable and experienced CSOs/CBOs/NGOs from the target counties to support the planning and delivery of one key activity at the county level under the USAID Sauti program.

Illustrative activities:

  • Support establishment of the USAID Sauti Programme County Advisory Group, whose function is to contribute to decision-making related to county level implementation of the USAID Sauti programme, as a strategy to ensure that USAID Sauti programmatic interventions at the county level are targeted, relevant and responsive to the development and security needs and concerns on the ground.
  • Lead the quarterly convening of the County Advisory Group, which will serve as a platform for county level stakeholders to inform the trajectory of the USAID Sauti programme, including feedback on implementation of the programme at activity, output, and outcome level.
  • Engage with the USAID Sauti Consortium partners to identify and mobilise stakeholders for inclusion in the County Advisory Group and agree on priority activities based on developed workplans.
  • Manage a small grant, including identification of county level partners and implementation of grassroots and community level activities that contribute to the objectives and goals of the USAID Sauti programme in partnership with Mercy Corps.
  • Work with USAID Sauti Consortium partners, to convene multi-stakeholder platforms at the county level to support State-non-state actor – private sector engagement, youth voice and accountability mechanisms.

Submission instructions for the EOI are as follows:

  • A short technical approach (no more than 2 pages].
  • Risk Mitigation (no more than 1 page] briefly identify risks and proposed mitigation interventions/measures.
  • Organisational capacity and experience of leading/contributing to peace and security interventions, with a focus on system strengthening;
  • policy influence and advocacy specific to sensitive agendas; increasing access, building trust, and strengthening relationships with rights holders and duty bearers at the county level; knowledge and experience with strategic planning and prior experience on issues such as GBV (no more than 1 page]
  • Financial management (no more than 1 page]

Mercy Corps will invite shortlisted applicants to further their ideas in a co-design meeting with the Mercy Corps team and a pre award assessment will be carried out before signing an agreement.
