PROVISION OF CONSULTANCY SERVICES TO DEVELOP A HEALTH FINANCING TRANSITION FRAMEWORK

REQUEST FOR PROPOSAL No. TNT/RFP/020/2025-2026 

1. The National Treasury now invites proposals to provide the following
   consulting services (here in after called “the services”): Provision of
   Consultancy Services to Develop a Health Financing Transition Framework.
   More details on the Services are provided in the Terms of Reference.
2. A firm will be selected under the Quality and Cost Based Selection Method
   and in a format as described in this RFP, in accordance with the Public
   Procurement and Asset Disposal Act 2015, a copy of which is found at the
   following website: www.ppra.go.ke.
3. Eligible, Qualified and Selected tenderers may obtain further information and
   inspect the Tender Documents during office hours from 0900hrs to 1600hrs at
   the address given below.
4. The Eligible Tenderers must forward their particulars immediately to
   procurement@treasury.go.ke to facilitate any further clarification or issuance of addendum.
5. If a Consultant is a Joint Venture (JV), the full name of the JV shall be used and
   all members, starting with the name of the lead member. Where subconsultants have been proposed, they shall be named. The maximum number
   of JV members shall be specified in the Tender Data Sheet.
6. It is not permissible to transfer this RFP to any other firm.
7. The Consultant shall chronologically serialize all pages of the Request for
   Proposal documents submitted.
8. Completed tender must be delivered to the address below on or before
   11.00AM. East African Time on 9TH March, 2026. Electronic Tenders will not be permitted.

9. Tenders will be opened immediately after the deadline date and time specified
   above or any deadline and time specified later. Tenders will be publicly opened
   in the presence of Tenderer’s designated representatives who choose to attend
   at the address below;
