The Government of Kenya has received financing from the World Bank toward the cost of the National Agricultural and Rural Inclusive Growth Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Consultancy to Improve the Productivity and the Profitability of Coffee Value Chain for a period of 24 months.

  1. NARIGP intends to procure a Consultancy services to improve the Productivity and the Profitability of Coffee Value Chain in eight counties and address challenges experienced at farm level, coffee extension, research and technology and coffee cooperatives
  2. The overall project objective of the consultancy is to increase Agricultural productivity and profitability of target rural smallholder coffee farmers in selected counties through intensification of agricultural systems, capacity development and extension activities.

The National Agricultural and Rural Inclusive Growth Project (NARIGP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and /or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The shortlisting criteria are:

  • The Consultant will have the following qualifications and experience
  • Been registered and operating for at least 5 years.
  • Relevant mix of Professionals (Expertise on Agriculture, cooperative management, Research, ICT, Engineering, rural devel­opment and Financial Management.
  • Conducted at least (2) similar assignments in the past ten (10) years.

CVs will not be evaluated at this stage.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Con­sultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [of January 2011 and revised in July2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection Based on the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 Revised July 2014.] method set out in the Consultant Guidelines.
